6. Building the CTC Partnership Suncoast Workforce Board and construction industry representatives (GCBX) met to discuss the workforce needs
Tradespeople, educators and civic leaders met with SWB to discuss the options
Researched ACT program model from Mid-Florida Technical Institute
Raised seed money & hired program coordinator
Drafted and received program standards certification from FL DOE Apprenticeship Division

7. Adopted NCCER Contren Learning Series for curriculum provides youth an industry credential

The National Center for Construction Education and Research (NCCER) is a not-for-profit educational foundation located in Gainesville which develops and maintains industry-driven standardized construction training programs with credentials and a national database. Their publishing partner is Pearson.
8. Instructors completed NCCER Instructor Certification Training Program
Instructors completed OSHA instructor certification process
Enrolled first preapprentices in the CTC program (using a WIA grant at two county technical institutes)
Implemented speakers bureau
First class of Completers
Won national award as a best practice model public/private partnership
Received grants from Home Depot and Lowes
9. Received CHOICE Grant in conjunction with Workforce Florida to expand and strengthen CTC into Manatee High School (emulated Okaloosa model)
Received a second CHOICE Grant expanding CTC into North Port High School
Began implementing mentoring program for use with at-risk youth when needed background checks required for industry mentors
Continue building relationships with construction industry through newsletter, emails and annual event
Expand communication with additional construction trade associations to build support

13. Steps to Building a Successful Preapprenticeship Program Confirm the existence of trade apprenticeships in your area and subsequent need for preapprenticeship.
Develop industry/employer/education group utilizing the existing relationships with area apprenticeship programs.
Determine 1st year budget and secure funding commitments.
Apply for Standards Certification FL DOE Apprenticeship Division.
14. 5. Research requirements for the Child Labor Law as it relates to OJT waiver development for summer work.
6. Arrange for facilities, equipment and certified instructors.
7. Develop a marketing plan to reach parents, students, counselors, school administrators and contractors.
15. 8. Publicize program and enroll preapprentices.
9. Activate supplemental activities including speakers bureau, mentoring etc.
10. Develop a monitoring plan to continually build the program.
11. Continually broaden relationships with construction employers and associations to keep on top of industry trends.
