  1. Briefing on Application for Lotteries Fund (LF) for Subvented Residential Care Homes for Persons with Disabilities (RCHDs) to Undertake Fire Safety (FS) / Building Safety (BS) Rectification Measures(Second Phase) Social Welfare Department 12 April 2011

  2. Operating Parameters • The rectification measures to be carried out should comply with and be confined to the prevailing FS / BS requirements for subvented RCHDs. • To uphold the principle of cost effectiveness, the cost for items which are not compliant with FS / BS requirements and the cost for above standard provision will not be recognized.

  3. Operating Parameters • NGOs who have submitted major renovation applications to the LF with their applications still under processing are required to incorporate the required FS / BS rectification measures in their major renovation applications, and these applications are dealt with in accordance with the normal procedures of processing major renovation applications.

  4. Operating Parameters • For those NGOs who wish to carry out major renovations at the same time of the FS / BS rectification measures, they should submit separate LF applications for major renovation under the normal major grant procedures as the scope of this exercise is confined to the FS / BS rectification measures.

  5. Operating Parameters • All successful applicants are required to undertake that no abortive works on the approved FS / BS rectification measures should arise in the event of their subsequent decision on any alteration works to the premises in the next 5 years from the completion of the FS / BS rectification measures.

  6. Operating Parameters • The NGOs should complete the FS / BS rectification measures in accordance with the scope of works and drawings as agreed with the Social Welfare Department.

  7. Application Form Information Required in Application Form • Brief description of the applying service unit • Name of agency, service unit, address, contact person, telephone no., email address, fax no. etc. • Renovation record since 2006 • Time of completion of renovation works, amount of grant received from the LF & brief description on nature of works carried out. • Summary of the application • Total amount requested for FS/ BS works items & attachment.

  8. Application Form Information Required in Application Form Documents to be attached • Four sets of proposed final layout plans drawn to a suitable scale (1:50 or 1:100) in metric unit with all the principal dimensions of the premises and proposed works highlighted • Four sets of existing layout plans drawn to a suitable scale (1:50 or 1:100) in metric unit with all the principal dimensions of the premises

Application Form Information Required in Application Form Documents to be attached (Con’t) • Four sets of detailed list of scope of works (fire safety and building safety rectification measures only) at Appendix 1 & 2 in hard copy • Two sets of detailed list of scope of works (fire safety and building safety rectification measures only) at Appendix 1 & 2 in soft copy (Excel)

  10. Application Form Information Required in Application Form Documents to be attached (Con’t) • Four sets of ‘approval-in-principle’ from the landlord and / or relevant authorities (e.g. Building Authority or Housing Authority etc.) for proposed works with structural implications or proposed building works not exempted under section 41 of the Buildings Ordinance • Three sets of detailed as-fitted drawings of the ventilating system, if any • Others (please specify)

  11. Application Form Appendix 1 Summary of Works Items Requested (For FS/ BS rectification works items only) The amount requested for each works item such as sprinkler system, smoke/heat detection system, removal or rectification of unauthorized building works. Fees and Related Contractual Charges (Only applicable for application when Authorized Person / Consultant is appointed)- Preliminaries, Contingencies, Professional Fees, Lithography
