    FURTHER SUPPORT TO THE MINISTRY OF INTERNAL AFFAIRS EUROPEAID/125712/D/SER/KOS EUROPEAN CONSULTANTS ORGANISATION in consortium with ALTAIR ASESORES and EAST WEST CONSULTING Presentation of the Project 9th of July, 2008 Overall Objective Support the functioning of MIA as a viable and effective Ministry. Assist the development and strengthening of effective internal security and public order structures and policies in Kosovo, which guarantee a space of freedom, security and justice for all habitual residents of Kosovo, in accordance with EU standards and best practices. Duration: 15 months (May 2008 – July 2009) Purposes 1. Institution building: Create an effective and sustainable organisational and managerial structure for MIA in accordance with EU standards. 2. Capacity-Building: Create effective and sustainable capacities within MIA, ensuring that the Ministry can operate in accordance with EU standards. 3. Support of the Crime Department within the Kosovo Police Service: Support the development of the Crime Department within the Kosovo Police Service (KPS) into an effective and sustainable police service in accordance with EU standards. 4. Monitoring and Evaluation: Monitor and evaluate the performance of the staff of MIA to recommend further capacity and/or institution building measures to ensure an effective Ministry operating in accordance with EU standards. Results to Purpose 1 Institution building: Create an effective and sustainable organisational and managerial structure for MIA in accordance with EU standards. 1.1 MIA has administrative routines and managerial system in place and functioning efficiently and in accordance with EU standards. 1.2 MIA is able to fulfil its legal mandate in accordance with EU standards. 1.3 Relevant staff in MIA has the capacity to provide Policy Advice to the Permanent Secretary and the Minister. 1.4 Timely and needs-responsive technical assistance delivered on Justice and Home Affairs priorities within the Police sector. 1.5 Relevant MIA staff has acquired policy drafting skills in areas such as protocols and agreements of cooperation in the field of public safety. Results to Purpose 2: Capacity-Building: Create effective and sustainable capacities within the MIA, ensuring that the Ministry can operate in accordance with EU standards. 2.1 Relevant MIA staff has acquired Law drafting skills at a proficiency level that is in accordance with EU standards 2.2 Relevant MIA staff has acquired basic knowledge of public international law, in areas such as protocols and agreements of cooperation in the field of public safety 2.3 Relevant MIA staff has acquired a programme and project management skills capacity in accordance with EU (PCM) standards. Results to Purpose 3: Support of the Crime Department within the Kosovo Police Service: Support the development of the Crime Pillar within the Kosovo Police Service (KPS) into an effective and sustainable police service in accordance with EU standards. Relevant staff of the Crime Department in KPS has acquired a level of expertise in accordance with EU standards in: - law drafting - financial crime investigation - forensics - securing of evidence - operational matters Results to Purpose 4: Monitoring and Evaluation: Monitor and evaluate the performance of the staff of MIA to recommend further capacity and/or institution building measures to ensure an effective Ministry operating in accordance with EU standards. 4.1 Relevant MIA staff has capacity for conducting periodical monitoring and evaluation of the performance of the Ministry and the staff, based on the matrix of standards and performance indicators. 4.2 Monthly progress reports outlining the findings in relation to the Matrix, with recommendations for improvement of the performance of the MIA. 4.3 Final report outlining the findings in relation to the Matrix, with recommendations for improvement of the performance of MIA. The beneficiary: MIA, including the Crime Department of KPS The target groups: civil servants from MIA, particularly - Human Resource Department - Security Policy Department - Legal Department - Office of the Permanent Secretary - Cabinet of the Minister Special focus on police officers in the Crime Laboratory within KPSs’ Crime Department. Close cooperation with: - Kosovo Institute of Public Administration (KIPA) - Kosovo Centre for Public Safety, Education and Development (KCPSED) Main accomplishments in the inception phase (May – June 2008) Regular meetings with the beneficiary; Maintaining open communication channels with EAR, while opening and operationalizing contacts with EC; Revise together with MIA and KPS the ToRs and ECO’s project proposal; Draft the Inception Report (including all requested annexes); Signed letter of cooperation with key partners: KIPA, KCPSED, KIPRED; Set-up liaison officer in both MIA and KPS; Identify members of the Steering Committee (voting and non-voting); Meetings with major stakeholders: EUPT/EULEX, ICO, UNMIK, UNDP, DFID, OSCE, US Embassy, other EC’s projects; Recruit support staff and operationalize the project office. Approach – Key issues No major changes were requested by beneficiary while revising the ToR and ECO’s project proposal; The composition of the target group under each task requires close consultation with beneficiary; Consultation with UNDP/3SD project is requested in the are of Communication; Consultation with DFID project is requested in the are of Functional Review; Focused efforts will be committed to support the drafting of secondary legislation; Consultation with PMO/security sector is envisaged; Each project task has an associated working group composed by the representatives of the beneficiary and project team; Each training activity is accompanied by mentoring and coaching package; Each activity is implemented by a small team of STEs composed by a senior and junior expert, under the supervision of the Team Leader.
