Process of Building Coordination • 2003: alignment of the MDGs with the national goals (agreement with all political parties – AcuerdoNacional) • 31 policies which were in place came under this agreement • 7 axis of action were selected according to the MDGs • Organic law of the Executive Power came into effect: Reform and modernization of the state • 16 ministries manage sectorial policies

Process of Building Coordination • 7 crosscutting axis were also selected for work within the ministries (gender, youth, disabilities) • Strong networking took place between Ministry of Finance and other ministries (logical framework for each programme) • Budget focused on results was introduced to each programme by the Ministry of Finance (with indicators established) • Organic Law creates the Interministerial Committee of Social Affairs (2006)

Process of Building Coordination • Targeting System is managed by the Ministry of Finance (SistemaNacional de focalización de hogares-SISFOH) – it is divided by quintiles • Universal rights (health and education) and targeted programmes are combined • Policy was followed through various governments • Efforts towards decreasing poverty centred on infant and maternal mortality and child malnutrition throughout the whole government: Estrategiacrescer

  5. Process of Building Coordination • Crecer Strategy: In JuntosProgramme, cash is transferred to women. Co-responsabilities are: to attend health clinics during pregnancy and vaccinate their children – US$ 34 a month • Mothers are empowered with the programme and it encourages the provision of services (Presidency oversees the programme) • There is a life Cycle Approach towards children and the elderly • National Identify Card is the basis for the SISFO which is connected with other databases – SISFO centralizes the information which is given by other ministries • A decentralization process is in place

  6. Coordination Mechanisms • The National government defines policies and transfers resources for local and municipal government for implementation of national policies and programmes • El DMAS (National Directory of Monitoring and Evaluation) of the Ministry of Social Development oversees the programmes • Decentralization of the National Nutritional Plan, Hostels for children and the elderly is in place

  7. Lessons Learned • Negotiation with local organizations • Use of DNI as the information basis of beneficiaries • Free issuance of the DNI • Political agreement among the parties • Centralization of database • Selection of national goals and cross-cutting issues creates synergy among different ministries
