CULTURAL EXCHANGE PROGRAMS BELRAO GROUP The History 1961 The Department of State approves 13 categories of cultural exchange programs set in the Cultural Educational and Cultural Exchange Act of 1961 and in the Public Law 87- 256/1988. Ever since, these programs are being successfully developed within United States The Purpose All cultural exchange programs were set with the main purpose to increase mutual understanding between the people of United States and the people of other countries by means of educational and cultural exchanges. The Designated Sponsor It’s the legal entity designated by the Secretary of State of the State Department to conduct an exchange visitor program This company is allowed to use local entities from other countries in order to recruit and screen applicants for the SWT program Cultural Exchange Programs offer a unique chance to see how it feels to be an American!

SUMMER WORK AND TRAVEL In ROMANIA BELRAO GROUP (1) THE HISTORY Around 1998, SWT becomes available for Romanian students 2000 Romanian Government adopts a new legal system for all the companies which are sending Romanian citizens to work in other countries Romanian Government accepts SWT, Career Training and Au Pair Program as work programs All the companies which were dealing with these programs have to register to the Local Labor Office and start reporting their activity 2006 7 000 students are estimated to go to US during the summer time 1 000 students are to be in addition comparing to last year figures

  11. SUMMER WORK AND TRAVEL In ROMANIA BELRAO GROUP (2) THE SYSTEM 8 DS-2019 US DEPARTMENT OF STATE (DS) ROMANIAN LABOR OFFICE 1. Assigns the SWT ROMANIAN STUDENTS 4. Receives authorization 3. Files for approval and authorization 5. Screening US DESIGNATED SPONSOR (legal entity) 6 Files complete applications LOCAL COOPERATOR (Firma de mediere) (legal entity) 2. Signs a cooperation contract 7 Matching process ISSUE OF DS-2019 FOR EACH STUDENT 8 DS-2019 Restrictions 5. Screening 5. Screening US EMPLOYER US BUCHAREST EMBASSY J-1 visa

SUMMER WORK AND TRAVEL In ROMANIA BELRAO GROUP (3) DS-2019 CERTIFICATE OF ELIGIBILITY • US Department of State document • includes: the Sponsor, the Program type and the Employer • Based on DS-2019 you can apply for J-1 visa with or without a work contract • DS-2019 dates show the period in which you can work in US • You can NOT start working before DS-2019 start date • You can NOT continue to work after DS-2019 expire date • You CAN visit US for an addition 30 days

SUMMER WORK AND TRAVEL In ROMANIA BELRAO GROUP (4) US SPONSOR- THE ROLE • approved by the US DS to conduct cultural exchange programs • contracts employees with needs for summer job employment • contracts and trains local sponsors in each country they want to work with • finds an employer for each applicant • OR • checks the job offer filed by the applicant or local cooperator • issue DS-2019 = they assume responsibility for each applicant • organizes MANDATORY orientations upon arrival of the student in US • offer emergency support on US territory • reports to US Department of State for each applicant • can cancel the student’s visa if the student is NOT respecting the program rules (leaves the employment without notice, leaves the housing and does not inform the Sponsor) • THE US SPONSOR NEEDS TO BE UPDATED WITH ANY CHANGES!!

SUMMER WORK AND TRAVEL In ROMANIA BELRAO GROUP (5) ROMANIAN STUDENTS- ELIGIBILITY • full time student aged between 18-29 • not in the last year of study • good command of English language • willing to work and travel in US for up to 4 months + 1 • willing to come back home after the summer time • independent and flexible The student has to be enrolled in an authorized or accredited University (CNEAA) If a master student, the master full time course should be for more than 1,5 years If not a Romanian citizen, the student can apply though the program at at the US Bucharest Embassy if they are studying in Romania

SUMMER WORK AND TRAVEL In ROMANIA BELRAO GROUP (6) US BUCHAREST EMBASSY RESTRICTIONS • Restrictions regarding summer time vacation • In addition to the Department of State requirements, the US Embassy in Bucharest has set the start and the end date for the SWT programs for Romanian students: 15th June and 1st October • Students who arrive after 1st October may NOT be eligible for a J-1 visa in the future • Restrictions regarding students eligibility • First year students- need to have an average of 9 for their first exams • Intermediate year students- if they have failed exams and have passed their exams until May, need to have a written proof • Last year students- can participate in the program if they can prove they are enrolled in a full time course upon their returning • Students citizen of other countries – can apply to Bucharest for visa if they are full time students in Romania • Restrictions regarding the interviews at the Embassy • They are conducted based on appointments • They are conducted only on Fridays • They are conducted only until the end of July or until the cap is touched
