Malawi - Vision Long-term Vision “Achieve Universal Access to Safe Water and Improved Sanitation by 2025” Focus for 2014-2016 Increase access to safe water from 95% (2011) to 97% of the urban inhabitants and from 82% (2011) to 85% of the rural inhabitants by 2017. Increase access to improved sanitation from 50% (2011) to 76% of the urban inhabitants and from 53% (2011) to 70% of the rural inhabitants by 2016. • Water: • 84% have Access to Improved Water, • - On track for MDG targets • Sanitation: • 53% have Access to Improved Sanitation • - Off-track for MDG targets

Tools used: 2013 GLAAS IWS Strategic Plan NSO WMS Challenges Key bottlenecks - Limited and Declining financing for WatSanProgrammes; - High levels of non-functional WatSan facilities at any point in time; - Heavy Catchment Degradation and ever increasing Water Demand; - Inadequate Capacity to Plan and Effectively Deliver WatSan Services - Inavailability of Appropriate and Affordable technological options for accelerated Water Supply and Sanitation uptake; and - Limited capacity to track off Government Budget financing, (i.e investments by NGOs).

Progress on 2012 commitments Key Achievement Areas - GoM Developed and Adopted: * Revised Water Sector Strategic Plan (2012-2017) * National 10 Year Sanitation and Hygiene Investment Plan and Strategy (2012-22) - Implemented a Project (under AWF Funding) to the Strengthen the currently Sector fragmented M&E System in 3 Pilot Districts

  4. 2014 Commitments V Equity Sustainability Sector Financing Continue Use of Community Approaches (CLTS and Sanitation Marketing) to Increase Access to Improved Sanitation for the inhabitants of rural and urban settings Build Structures & Capacity at all levels to ensure full involvement in reducing non functionality of Water Supply facilities in rural areas by 5% annually from the current 30%. Adhere to the eThekwini, Sharm-el-Sheikh and Istanbul Declarations and will allocate annually at least 1.5% of National Budget to Sanitation for each year through to 2015. Equality Sustainability Policy and Plans Equality Visibility Decision-Making Develop Fiduciary Framework to fully establish a WaSWAp arrangement to ensure better Coordination of effort and allocation and/or utilization of resources. Enhance Public Awareness to increase visibility of Water, and Sanitation issues nationally and ensure full Involvement and Participation by All. Roll out the “Integrated Monitoring and Evaluation System” (developed under AWF funding) to all Districts from the five pilot Districts
