BACKGROUND • The general health profile of the four countries is • characterised by: • High infant & under-five mortality rates • High population growth & fertility rates • Low life expectancy • High prevalence of endemic communicable diseases (malaria, acute respiratory tract infections, diarrhoea, etc) • HIV/AIDS/ and other sexually transmitted infections, tuberculosis and meningitis By Hon. FEATURES OF THE INITIATIVE (I) • Institutional Framework • Heads of States Level - Leadership, Political & Financial Support • Ministers of Health Level - Policy, Overall Co-ordination, Resource Mobilisation & Agreed Plan of Action • Technical Officers Level - Implementation, Monitoring & Evaluation By Hon. FEATURES OF THE INITIATIVE (II) • Responsibilities • The Gambia co-ordinates Roll Back Malaria (RBM) actions and activities • Guinea-Bissau co-ordinates national immunization days (NIDs) • Guinea (Conakry) co-ordinates management of epidemics and complex emergencies • Senegal co-ordinates monitoring of HIV/AIDS and other sexually transmitted infections (STIs) By Hon. FEATURES OF THE INITIATIVE (III) • Overall co-ordination undertaken by Ministers of Health • Technical co-ordination through biannual meetings of technical officers • Evaluation and reporting on the progress and achievements through annual meetings of partners By Hon. FEATURES OF THE INITIATIVE (IV) • Increasing involvement of NGOs, Private Sector & Research Institutions • WHO at all levels (Country, Region & Headquarters) providing support • UNICEF providing support • UNDP, World Bank, European Community and other Bilaterals actively engaged By Hon. CROSS BORDER APPROACH (I) • ADVANTAGES • Improves health management information systems • Disease surveillance becomes more efficient • Strengthens common intervention strategies • Improves access to effective services by populations • Improves interpersonal relations between and among staff By Hon.
