CREATION • The Agency for Progress through Partnerships is a Moroccan public enterprise, created by the decree n° 1-08-12 of 18 safar 1429 (February 26, 2008). • The Agency is established as a legal body with financial autonomy. B.0. n° 5610 of March 6, 2008. • It is responsible for the implementation and execution of programs according to the “Millennium Challenge Compact” Agreement, concluded August 31, 2007 between the Governments of Morocco and the United States, by mean of the Millennium Challenge Corporation, on the basis of rules of good governance and criteria of promptness and rigor.

ADMINISTRATION • The Agency is administered by a Strategic Orientation Council presided over by the Prime Minister. • The voting members of the Council are: • The Prime Minister; • The Minister of the Interior or his representative; • The Minister of the Economy or his representative ; • The Minister of Agriculture and Fishing or his representative ; • The Minister of Tourism and Artisan Craft or his representative ; • The Secretary of State responsible for the Environment or his representative ; • The General Confederation of Businesses in Morocco (CGEM) representative of the private sector ; • The National Federation of Microcredit Associations (FNAM) representative of microcredit associations ; • The Moroccan Association for the Promotion of Female-owned Businesses (ESPOD) representative of women’s associations. • The non-voting members of the Council are : • The Director General of the Partnership for Progress Agency. • The Resident Director of the MCC in Morocco.

  4. ORGANIZATION The Agency is managed by a Director General and an Assistant Director General. The APP is composed of 11 Management Centers, supported by a multidisciplinary team responsible for ensuring that projects established by MCA Program function properly:

  5. PROJECTS The principal objective of the Millennium Challenge Corporation is to reduce poverty through economic growth. Five projects were selected: Project “Fruit Tree Productivity” (US $300.90 million) Project “Small-Scale Fisheries” (US $116.71 million) Project “Artisan and Fez Medina” (US $111 millions) Project “Financial Services” ( US $46.2 million) Project “Enterprise Support” (US $33.9 million)

  7. PARTNERS The following organizations are the Execution Entities responsible for the implementation of the aforementioned projects. The Ministry of Agriculture and Maritime Fishing (MAPM) ; The National Office of Fisheries (ONP) ; The Secretary of State responsible for the Craft Industry (SECA) ; The Agency for the Dedesnification and Rehabilitation of the Fez Medina (ADER) ; The Office of Professional Training and Job Promotion (OFPPT) ; The National Agency for the Promotion of Small and Medium Businesses (ANPME) ; The National Initiative for Human Development (INDH). This program also involves civil society, and economic operators as well as local and regional elected representatives, in order to guarantee genuine participation of the populations concerned by the implementation and monitoring of the program.

EXPECTED RESULTS • It is estimated that the program will increase the GDP of Morocco by US $118 million annually and will directly benefit approximately 600, 000 families who represent the principle target of work undertaken by the APP through these 5 projects: • “Fruit Tree Productivity”: 136, 000 rural family beneficiaries. Creation of 11, 000 jobs on 217, 000 hectares. • “Small-Scale Fisheries”: 25, 000 beneficiaries (small-scale fishermen, wholesalers, mobile fish mongers). Development of reception facilities, Transformation of 20 ports for unloading fish and construction of facilities dedicated to artisanal finishing on the scale of 13 fishing ports. Construction of 6 wholesale markets. • “Artisan and Fez Medina”: 1, 000 instructors et 50, 000 artisan beneficiaries. Rehabilitation and/or Construction of 5 cites (tourist routes in the Fez Medina). Designing the Makina. Reconstruction of the Lalla Ydouna Square . Renovation of three foundouks (hotels) from the 14th and 15th century in the Medina and designing a foundouk at Aïn Nokbi. • “Financial Services”: 174, 000 client beneficiaries including small borrowers or micro-enterprises operating in Morocco. • “Enterprise Support”: around 6, 000 business beneficiaries of training and technical assistant, 600 of which will benefit during a pilot phase of 2 years.

THE PRINCIPES OF PROCUREMENT • Transparent Procedure • Open Procedure • Competitive Procedure ( no national preferences) Method of Payment The award is not included in the general budget, Two Modalities of Payment: CPS : Common Payment System Authorized Account: less than or equal to $ 500.000

PROVISIONAL PURCHASE PROGRAM • Planning purchases through a procurement plan • Launching of market research feasibility studies starting in 2007; multiple contracts have been signed in this framework (arboriculture project, fishing project, artisan project) ; • 1st Semester 2009 Plan includes the first lot of labor markets; • Programmed Actions will decline to their nature and by project.

ACTIONS RELATING TO FUNDS FOR CONSULTING OR NON-CONSULTING SERVICES Project “Fruit Tree Productivity” TC-2 elaboration and realization of a training plan to benefit entities interested in the fruit arboriculture project. TC-4A Contracts for the direction of a scientific research program applied in the targeted domains by the project.  TC-5A et TC-5B Contracts of assistance, technical supervision, and capacity building of producers and other field actors interested in the project. Project “ Small-Scale Fisheries ” AF-5 Elaboration and realization of a training plan to benefit mobile fish mongers. AF-6 Preliminary study for the realization of an activity to reorganize mobile fish mongers, establishment of a diagnosis of this activity in regions concerned by the project and identification of training needs.

  15. ACTIONS RELATING TO FUNDS FOR CONSULTING SERVICES Projet “Enterprise Support” ES-2 • Training and technical assistance of 400 businesses created in the framework of the Moukawalati program and of 200 revenue generating activities. ES-5 • Accompaniment of execution entities for the organization of communication campaigns in support of Moukawalati projects & the National Human Development Initiative. Projet “Artisan and Fez Medina” AFM-1 Contract for consulting services for the implementation of a sub-project “Artisan Production” AFM-3 Study of Needs in terms of marketing of artisan products, promotion of the Morocco label et the creation of a regional label; AFM-7B.1 Contract with a project monitoring office to be realized following the study of the rehabilitation of certain sites in Fez. AFM-11 Contract for consulting services for the management of an international architectural design competition for the sites of the Makina and Lalla Yddouna (Fez Medina)

ACTIONS RELATING TO FUNDS FOR CONSULTING SERVICES (CONTINUATION AND END) • Monitoring and Evaluation Contract • ME-1 Realization of an investigation for the verification of data relative to the situation of reference. (agricultural, fishing, and artisan sectors) • ME-2 • Impact evaluation for the rehabilitation component of the olive tree in the rain-fed zone. • ME-13 Realization of funds for employee training resulting from monitoring and evaluation units of different entities of execution. ACTIONS AIMED AT THE EXECUTION OF WORKS PROJECTS TC-3A (phases 1 to 4) Execution of Development Work and Planting of Olive Trees (rain-fed zone) TC-3B (phase 1) Execution of Development Work relating to hydro-agriculture TC-6A Execution of rehabilitation and construction of palm groves, supplying of maintenance equipment, and of vitro plants and waste.
