  4. The Language of H. B. 66 (codified as ORC 3333.162) • The Regents working with colleges and universities as well as the ODE “shall establish criteria, policies, and procedures that enable students to transfer agreed upon technical courses completed through an adult career-technical education institution, a public secondary career-technical institution, or a state institution of higher education without unnecessary duplication or institutional barriers.” The courses and/or programs, “shall be those that adhere to recognized industry standards and equivalent coursework common to the secondary career pathway and adult career-technical education system and regionally accredited state institutions of higher education. And the policies and procedures shall build upon the already established Transfer Assurance Guide (TAG) system created by legislation in 2003.

Expectations Under the Law • When institutions offer any of the 17 (CT)² technologies they are required to submit their programs and/or courses for approval. • Regardless of local transfer agreements • And regardless of the semester conversion mandate http://regents.ohio.gov/careertechtransfer

The Reality: If the Shoe Fits You Must Submit • Institutional Expectations • Course credit must be awarded to the matriculating student with verified Career Technical Articulation Numbers (CTAN) in one of two ways: • A course or program for which your institution has received (CT)² approval via validation panels. In such cases the courses and their associated credit hours will be transcripted and applied to the applicants technical major. • In the absence of an equivalent course, and when the institution offers the technical program, credit will be granted by the receiving institution that is no less than the minimum value of the CTAN or CTAG with the specifics determined by the receiving institution.

  8. Important Considerations • Submission process is the same for everyone. There is no discrimination and no exceptions. • All institutions must submit (enroll) in the electronic data base. Due to the enormity of (CT)², institutions must enroll with us. • CTAGs were based on learning outcomes found in licenses, state statute, accreditations, state board approvals, and charters. Exception: Engineering Technology • Accreditations, etc., used as proof that learning outcomes are covered by program.

A Quality Process to Meet the Legislature’s Expectations • The process has been designed to • Confirm rigor of curricula (rigor defined as course materials, credit hours, contact hours, assessment). • Confirm existence of equivalent content. • Use of licenses, certifications, and vendor specific credentials to validate student learning (serves as a third party validator)

Why Are Institutions Required to Submit for Translation? • Curricular designs are different • Secondary and adult curricula are not easily matched or translated into college or university curricula. • Secondary-comprehensive • Higher education-courses • To create a comprehensive repository of instructional materials and texts • To confirm Rigor

  13. Student Expectations • Be a program completer (Pass end of program assessment) • Earn the appropriate licenses and certifications which are used as 3rd party validators. Examples: • Licensed Practical Nurses (LPNs) • Certified Medical Assistants • Registered Medical Assistants • Emergency Medical Technicians and Paramedics (EMT and EMT-P) • Fire Fighters (Volunteers, FF I and FF II) • Peace Officer Basic • Culinary (ServSafe, ProStart, or Junior Culinarian) • Information Technology (E.g., CCNA, ICDL, CCENT, etc.)

Students • Consult with the Career-Technical Institution about receiving college course equivalency credit through (CT)² statewide guarantee. • Contact the college/university of his/her choice to make sure that the degree program for which he/she is requesting college course equivalency credit is offered. • Fill out the (CT)² Verification of Course/Program Completion Form Part I.

  20. Students • Request high school or GED transcript as well as the Verification of Course/ Program Completion Form be sent to the college/university. • Present credentials to the receiving institution after the college/university receives the course/program verification form.

  21. Career-Technical Institutions • Fill out Part II and III of the Verification of Course/Program Completion Form. • Verify on OBOR's website¹ that the course/program that the student has successfully completed has been approved for (CT)² by faculty review panel and carries the statewide guarantee. • Inform the student that he/she must show appropriate credentials to the college/university. ¹http://regents.ohio.gov/careertechtransfer/approved-programs-courses/index.php

  22. Career-Technical Institutions • Apply official stamp or raised seal and (CT)2 contact person's signature on the verification form. • Mail out the verification form and official career center transcript (if available) directly to the college/ university. If the official transcript is produced by the student's "home" school, the guidance office at the home school must send out the transcript directly to the college/university. The verification form will serve as a supplement to the official transcript.

  23. Career-Technical Institutions • Note: You may use the Verification of Course/Program Completion Form as part of the student's Passport Portfolio. Initially, you may have the student fill out Part I of the form except for the college/university information. Then, you may copy the form as needed as long as the student completes the college/university information and you apply an official stamp or raised seal and (CT)² contact person's signature on each form.

High School Guidance Counselors • Building rapport and closer working relationships with career-technical centers • Making sure that the information you provide to your students (credentials, necessary forms for admissions) is consistent with the information given by career-technical centers • Informing students that their official transcripts might be sent separately from the verification form.

  25. High School Guidance Counselors • Guiding students’ college choices based on accurate information about which colleges offer CTAG credit and appropriate programs.

Colleges/Universities • Receive Verification of Course/Program Completion Form, high school or GED transcript, and career-technical institution's transcript (if available) in mail (these items could arrive at your institution separately). • Verify the student's appropriate credentials. • Verify on OBOR's website¹ that the courses/programs at both the career-technical institution and the college/university carry the statewide course equivalency guarantee.

  27. Colleges/Universities • Check on Management Report through OBOR's website¹ whether the college/university must award college credit under the (CT)² statewide guarantee if no equivalency has been approved by the faculty review panel. • Award appropriate college course equivalency credit if course equivalency has been approved by the faculty review panel. ¹ http://regents.ohio.gov/careertechtransfer/approved-programs-courses/index.php

  28. Colleges/Universities • Award at least the statewide guaranteed minimum hours toward the student's major if no equivalency has been approved by the faculty review panel. • Notify the student. Note: Your working relationship with college registrars and admissions record’s staff is very important to ensure the accuracy of course equivalencies and/or credit hours awarded for each incoming CTAG transfer credit request.
