DAVID, DAVE – What?? • DAVID and DAVE are the SAME except: • DAVID – FDLE’s CJNet, requires certificate • DAVE – State’s Wide Area Network, requires user name and password • DAVID and DAVE provide easy-to-use, secure web-based access to driver license identity information, driver license transactions, driver license records, and vehicle titles and registrations

We Want Photos! • Photos can be accessed through either DAVID or DAVE. • HOWEVER, section 322.142, F.S., limits the release of driver license photos to those agencies or uses specifically defined in that section. • Clerks of Court are not authorized by Florida law to receive driver license photos.

  4. Why Do We Need an MOU? • Federal and Florida Driver Privacy Protection Acts limit the release and use of personal data contained in driver license and motor vehicle records (s. 119.0712) • Also, Florida law defines social security numbers and select other information as confidential and exempt • The MOU defines your responsibilities to ensure that driver license and motor vehicle data is appropriately used. • Criminal and civil penalties may be assessed for violations of DPPA

  5. THREE STEPS for DAVID Access: • DHSMV MOU (contract) • FDLE Agreement and Training • ONLINE APPLICATION

  6. DHSMV MOU • DHSMV requires that you sign a Memorandum of Agreement, which describes your responsibilities related to use and security of driver and vehicle data. • We will also send you an FDLE DAVID Point of Contact form (POC form). Please send this form back to DHSMV.

  7. FDLE’s DAVID POC FORM • You will need to choose a person to be the FDLE DAVID POC. • This person can be your agency’s DAVE Administrator (if you have one) or a different person all together. • The POC will be the person in charge of approving DAVID access for your agency and your agency’s contact person with FDLE and DHSMV.

  8. FDLE PROCESS • FDLE POC form will be forwarded to FDLE by DHSMV • FDLE DAVID Liaison will contact your agency regarding any agreements and user training needed by them. • Once all agreements and training are in place, FDLE will move forward with authorizing online DAVID applications received from the Clerk of Court DAVID POCs.

  9. DAVID ONLINE Applications • Each perspective user will need to apply online for a DAVID certificate. • The online application is automatically forwarded to the Clerk of Court DAVID POC who will approve the user to access DAVID for their agency. • The online application is then automatically forwarded to FDLE to be authorized. • FDLE will email the user the DAVID digital certificate to download onto his/her computer • User begins using DAVID.
