Phase 1 Update Major Project Elements • Realignment of US 93 / US 95 to create an accesscontrolled facility from Foothills Drive to US 95 • One new diamond interchange, one new half interchange and one Frontage Road will be constructed • Direct Connector Ramps from the new facility to and from US 93 will be constructed • Direct Connector Ramps from US 95 to the new facility will be constructed • Existing access will be perpetuated • www.bouldercitybypass.com

Phase 1 Update Project Benefits • Improves safety by eliminating a half-signal at US 93 and Railroad Pass Casino • Improves operations for Trucks from US 95 to US 93 • Improves operations for peak trips from Boulder City to Las Vegas • Improves local circulation • Completes initial Bypass phase • Future I-11 means Interstate design standards will be used

Phase 1 Update All Information presented is preliminary and subject to revision • Package 1 (Right-of-Way Acquisitions) – Approximately 75% complete; $20 - $30 million • Package 2A(Tortoise Fencing/Plant Salvaging) – Contract awarded to LV Paving in Nov 2012; Construction began 1/7/13; Contract duration 140 working days (approx 7 months) $1.5 million • Package 2B(Frontage Road/Utility Relocations) – Plans ready to advertise; possible award Fall 2013; construction duration approximately 12-18 months $20 - $22 million • Package 3 (Mainline from Foothills Grade Separation to RR Pass Interchange) – Roadway plans 90% designed; bridge structures 60% designed; Doc date June 2014; Construction NTP early 2015 with duration approximately 18-24 months $45 - $52 million • Package 4 (Mainline from RR Pass Interchange to US 95) – Roadway plans 90% designed; bridge structures 60% designed; Doc date TBD; Construction TBD $25 - $32 million • Package 5(Mainline/RR Bridge) – Would prefer this be built with Package 3; Design at 60%; Doc date TBD; • Construction NTP TBD $2 - $3 million

What’s Next? • FHWA, NDOT, and RTC will determine how the passage of SB 413 may potentially affect the delivery and timing of Phases 1 and 2 of the Bypass. • FHWA, NDOT and RTC holding ongoing meetings to discuss the Interstate 11 Corridor in conjunction with Arizona’s Department of Transportation. • RTC and NDOT will continue to evaluate the most appropriate delivery method and schedule for the Boulder City Bypass project . • RTC and NDOT will coordinate the integration of the current design and construction progress of Phase 1 into Phase 2.
