  2. SOME FACTS ABOUT LITHUANIA • Surface: • 65.3 thousand km2 • Border - 1731 km • Total Population - • 3 326 800 • Administrative division: • 10 counties, • 60 municipalities Fire and Rescue Department under the Ministry of the Interior Lithuania

DEVELOPMENT OF FIRE AND CIVIL PROTECTION INSTITUTIONS IN LITHUANIA 1990-2010 • In 1990 The Fire Department was established • In 1991 The Civil Protection Department under the Ministry of Defense was established • In 1994 rescue brigades were turned over to the Fire Department and it was assigned to carry out rescue works • In 1999 the Fire Department was reorganized into the Fire and Rescue Department • On January 1, 2005 The Civil Protection Department was merged into the Fire and Rescue Department • From 1 July 2006 Emergency Response Centre became a part of the Fire and Rescue Department • From 1 February 2010 County Fire and Rescue Boards became responsible for the implementation of civil protection functions in counties Fire and Rescue Department under the Ministry of the Interior Lithuania

CIVIL PROTECTION LAW (RECAST) • entered into force on 1 January 2010 • 2 level – national (state) and municipal (local) – Civil Protection System • prevention, preparedness, response and mitigation of incidents, extreme • events and emergencies Main tasks: • - to specify competence of institutions of Civil Protection System • to simplify organisation of Civil Protection System • to develop flexible and operative Civil Protection System • to strengthen preparedness of institutions of Civil Protection System • to avoid duplication of functions of institutions of Civil Protection System Fire and Rescue Department under the Ministry of the Interior Lithuania

CIVIL PROTECTION LAW (RECAST) Civil Protection System comprises: • Government of the Republic of Lithuania • State and municipal institutions • Economic entities • Public organisations • Civil protection forces • (fire and rescue, police, state border guard, medical services, public security service, state food and agriculture service, other emergency services, forces of economic entities, volunteers) • Emergency Commissions • Emergency Operation Centres Fire and Rescue Department under the Ministry of the Interior Lithuania

CIVIL PROTECTION LAW (RECAST) • Emergency Management Plan – a document that regulates using and management of human and material resources in case of emergencies or their imminent threat thereof • Government of RL approves State Emergency Management Plan • Emergency Management Plan is to be developed by: • - Office of the Seimas, Prosecution General, the Bank of Lithuania, • the Communications Regulatory Authority, Special Investigation Service, • State Security Department, National Courts Administration • - ministries and other state institutions • - municipalities • - economic entities that meet the requirements determined by Order of the Director • of Fire and Rescue Department Fire and Rescue Department under the Ministry of the Interior Lithuania
