  5. CTL Structure • CTL’s technical scope covers over 1 200 IEC standards • Expert Task Forces (ETF) deal with technical issues in assigned product categories Bahrain Workshop – December 7-8 2009

CTL Structure • CTL Working Groups • WG1 – Metrology and Uncertainty/AccuracyDeals with general metrological issues such as Traceability, Frequency of Calibration, Measurement Uncertainty or Accuracy or Power Supply Stability • WG2 – Proficiency TestingThis group works closely with the CTL Proficiency Testing Provider, IFM Australia, and develops new PT programs, helps establish the pass/failure criteria for individual programs, and helps IFM with the assessment of individual corrective actions • WG3 – Editing GroupEdits the CTL Decision Sheets and other technical documents as required • WG4 – CoordinationDeals with horizontal technical issues and develops relevant CTL Decision Sheets Bahrain Workshop – December 7-8 2009

CTL – Committee of Testing Laboratories • The CTL is the technical arm of the IECEE and plays an essential role in building confidence among the IECEE members • The CTL is composed of experts from 334 Testing Laboratories and 69 Certification Bodies and is the world’s largest Technical Committee in the Electrotechnical Sector Bahrain Workshop – December 7-8 2009

CTL – Committee of Testing Laboratories • The tasks of the CTL are to: • Provide detailed technical guidance (CTL Decisions) on test-related matters in IEC standards, in order to improve the reliability and consistency of test results in the IECEE • Discuss test methods and test equipment requirements in IEC standards and to make recommendations to the relevant IEC technical committees for improvement and harmonization of those requirements • Provide IECEE testing laboratories with a forum for discussion and resolution of practical testing issues Bahrain Workshop – December 7-8 2009

CTL – Committee of Testing Laboratories • Further tasks of the CTL are to: • Operate Proficiency Testing Programmes under the auspices of the IECEE CMC • Organize Workshops to analyze the results of PT programmes and to develop test procedures and methodology to achieve consistent test results • Carry out other technical work in support of the IECEE, as directed by the CMC Bahrain Workshop – December 7-8 2009

CTL Decision Sheets Use of Decision Sheets by CBTLs • CBTL staff must demonstrate: • Full understanding of the concept of CTL Decisions • Knowledge of CTL Decisions applicable to a particular standard and specific tests • Ability to navigate the CTL Website and quickly locate the Decisions Bahrain Workshop – December 7-8 2009

CTL Decision Sheets Using CTL Decisions in an Assessment • When specific tests are selected by IECEE Assessors for demonstration of competence by CBTL, the Technical Assessors: • Identify the existing applicable CTL Decisions and Provisional Decisions • Observe the test demonstration by the CBTL without making any reference to applicable CTL Decisions • Ask the CBTL staff to identify CTL Decisions only if they fail to do so on their own • Identify in the Assessment Report, as applicable, the need for staff training in the area of CTL Decisions Bahrain Workshop – December 7-8 2009
