GOI envisaged capacity addition of 1 lakh MW during the decade 2002-12.So far only about 17000 MW added.Many gas based projects had to be shelved due to uncertainty of gas availabilityNot much capacity addition expected from Hydro and nuclear in the near future. Thus huge coal based capacity addition needed in the countryDevelopment of ultra mega power projects (UMPP) is one step in that direction..

Development Of Ultra Mega Power Projects through Competitive Bidding Inspite of many Govt. initiative and Reforms, No significant Private investment in power sector Main reasons are: Difficulties in project formulations and tie up of inputs/ clearances like fuel linkage, environmental clearance etc. Lack of adequate Payment Security Ultra mega Power Project is a step to boost private investment.

    5. Development Of Ultra Mega Power Projects through Competitive Bidding UMPPs are expected to provide cheaper power on account of : Large sized projects of 4000 MW capacity each with economy of scale. Well developed project with tie up of inputs/ clearance will provide comfort to the bidders.

    6. Development Of Ultra Mega Power Projects through Competitive Bidding Salient Features UMPPs to adopt large size units of supercritical technology. UMPPs to be set up at Pithead and at coastal locations. Pithead Projects to have captive coal mines and coastal projects to use imported coal, Shell companies formed for project development activities and for carrying out bidding process. Clearance/ inputs to be tied up such as land, water, coal block, public hearing, environmental clearance, forest clearance etc. before bidding

Project Report to be ready before bidding Land acquisition to be completed alongwith R&R package by Shell companies. Shell companies to be transferred to the successful bidder for execution of project.

    8. Development Of Large Power Generation Projects Through Competitive Bidding Section 63 of the EA 2003, envisages development of power projects through tariff based competitive bidding. Tariff so arrived has to be adopted by Regulatory Commission. Tariff Policy stipulates procurement of all future requirement of power competitively except : In case of expansion projects. When there is a state controlled/ owned company as an identified developer. Guidelines for competitive bidding for determination of tariff for procurement of power by distribution licensees issued in January – 2005. UMPPs are expected to be first few such projects and would encourage states to take up similar projects.

Site Selection CEA studied and examined number of sites for Pit head location with domestic coal Coastal location with imported coal 7 suitable locations have been identified : Three pithead locations based on domestic coal (Sasan in MP, Akaltara in Chattisgarh & site in Orissa). Four coastal locations based on imported coal (Mundra in Gujarat, Girye in Maharashtra, Tadri in Karnataka and Krishnapatnam in Andhra Pradesh). Work on Sasan & Mundra projects at advanced stage.

    10. SELECTION OF SITES USE OF SATELLITE REMOTE SENSING DATA CEA awarded two studies for identification of large sites using Satellite Remote sensing data. To CMPDI, Ranchi for pithead sites To NRSA, Hyd’bad for coastal sites. Before award of study to CMPDI, details of potential coal blocks were obtained from Ministry of Coal. CMPDI submitted the report for pithead sites totalling to 36000 MW. Sasan (M.P), Akaltara (Chhattisgarh) and Bhasma (Orissa) sites for ultra mega projects are as per CMPDI Report. NRSA has submitted reports for Gujarat, Maharashtra, Tamil Nadu and Andhra Pradesh. Sindhudurg site in Maharashtra is as per NRSA report.

    15. Formation of Shell Companies PFC has taken initial actions for registration of shell companies (SPVs) and following shell companies have been incorporated: 1. Sasan Power Limited (M.P) 2. Coastal Gujarat Power Limited (Mundra Port) 3. Coastal Maharashtra Mega Power Limited 4. Coastal Karnataka Power Limted. 5. Akaltara Power Limited (Chhattisgarh) For pit head site in Orissa and Krishnapatnam coastal site in Andhra Pradesh SPV being incorporated .

Role Of Ministry Of Power/ CEA Ministry of power/ CEA to be facilitators Co-ordination with concerned Ministries/ agencies and State Govts. for ensuring: Coal block allotment for pithead projects Environment/ forest clearances Facilitate acquisition of land Required support from State Govt. & its agencies CEA to vet DPRs/ technical studies.

BIDDING PROCESS Notice inviting Expression of Interest(EoI) Two stage bidding process Request For Qualification (RFQ) containing qualifying criteria Request For Proposals (RFP) from the qualified bidders High Level Committee consisting of Member(Thermal) CEA, Director (Projects) PFC and Representatives of FIs (MD SBI, MD IDFC and MD IDBI) for selection of Consultants and Qualifying Bidders Evaluation Committee consisting of Chairperson/ CEO of the lead FI, Chairperson CEA, CMD PFC & Representative of the power purchasers for final selection of developer

    21. RFQ PROCESS E&Y appointed as consultant for preparation of RfQ/RfP documents and to advise on bid process for Sasan and Mundra projects. RfQ for Sasan & Mundra submitted by bidders on 1-06-06 Based on RfQ, 12 bidders out of 13 in Mundra and 13 bidders out of 15 in Sasan are found qualified. RfQ Notice for Krishnapatnam UMPP issued on 12-07-06

CONSULTATION WITH BIDDERS TO FINALISE RFP With the objective to receive unconditional tariff bids within this calendar year Pre-Bid Conference for Sasan & Mundra held for finalisation of RfP in presence of Procurers. The Conference attended by 15 bidders including several overseas developers along with their consortium members, supplier and consultants. Members of Foreign FIs, Multilateral funding agencies and banks were present. Similar meetings arranged with leading FIs to have their views on RfP/ PPA. Based on various suggestions RfP documents have been finalised.

CONSULTATION WITH BIDDERS TO FINALISE RFP ..contd Key Suggestions Agreed for incorporation in RFP Flexibility in unit size subject to adoption of specified minimum Supercritical parameters Port Agreement/ charges for Mundra to be finalised. Meeting with Mundra Port Authorities organised on 17/7/06. SPV would acquire Land for power station and coal mine. SPV would also obtain in-principle environment clearance for coal mine. Lead procurer to be appointed to facilitate all actions on behalf of procurers, after transfer of SPV to successful bidder. Power to be sold on bus-bar. Transmission system to be provided by Powergrid in time for power evacuation.

    26. PAYMENT SECURITY MECHANISM As Condition in PPA : Letter of credit (LC) by distribution utilities Escrow on the receivables of distribution utilities In the event of default by any procurer : Other procurers have the first right to buy power share for which payment default has occurred. In case of unwillingness of other procurers to buy default power, the same can be sold in the All India market through prevailing open access in transmission either directly or through traders. If any further power share is still unsold, direct supply to HT consumers as per provisions of the Electricity Act 2003 to be accepted upfront

    27. LAND ACQUISITION States agreed to provide Rs 1 crore per 100 MW on the basis of allocation as Commitment Advance This to be treated as equity in the SPV to enable it to leverage to borrow and pay fully for land acquisition and R&R. This would be refunded to States on takeover of SPV by successful bidder. Project wise status is as follows:

    28. WATER ALLOCATION SASAN: Water is available for Sasan (150 cusecs) from Gobind Balabh Sagar (Rihand reservoir) State level Water Utilisation Committee of GoMP has approved allocation of water. Partner states (UP,MP,Chhattisgarh and Bihar) of Rihand reservoir have indicated their consent for use of water during a meeting convened by CWC on 6th July 2006. MUNDRA: Sea water from Gulf of Kutch proposed to be used for Mundra. Consent for sea water uses applied to GMB and confirmation awaited. KRISHNAPATNAM: Sea water is proposed to be used and application being filed with AP Maritime Board ORISSA: Water is available (140-150 cusecs) from the Ib river which is about 20 kms from the site. Based on the preliminary study, barrage is proposed

    29. FUEL ALLOCATION/ LINKAGE SASAN: Coal blocks of Moher and Moher-Amlori extension have been allocated. GR received on 28.7.06 For balance requirement , other suitable Blocks being explored. Coal transportation through MGR from mine to power station. MUNDRA: Imported coal will be used at Mundra project. The investor to tie up a coal import linkage. Coal to be transported from port to site through MGR system (Study awarded to M/s RITES) KRISHNAPATNAM: Imported coal will be used at Krishnapatnam project. The investor to tie up a coal import linkage. ORISSA PROJECT: Coal blocks have been identified and MoC have been asked for its allocation

    30. ENVIRONMENT CLEARANCE SASAN:. First stage site clearance for initiation of investigation & survey has been accorded by MoEF. Rapid EIA completed. Public Hearing by MPPCB held on 17/06/06 and NOC issued on 6/7/06. Application made to MOE&F for final clearance MUNDRA: EIA (rapid) study has been carried out and Application submitted for N.O.C Public Hearing scheduled on 20-08-06 SPCB. In principle CRZ clearance for main plant obtained from GoG Application submitted to GoG for forest de-notification KRISHNAPATNAM: EIA study awarded to EPTRI. ORISSA PROJECT: State to confirm site before EIA study is taken up by M/s L&T S&L

    31. POWER EVACUATION Based on the purchasing states for each UMPP, necessary arrangements will be made for the purpose of evacuation of Power. Transmission System will be implemented by Powergrid Powergrid is undertaking system studies for Long Term Open Access for inter state evacuation of power from Sasan and Mundra UMPP CEA will facilitate and provide support for strengthening power system/network.
