Duties of PRI functionaries • A)GRAM PANCHAYAT • Ward Member: - Presides over Pallisabha • Sarpanch: - Presides over Gram-sabha • Approve the Pallisabha proceeding • Implementation of different schemes at GP level • Preparation of labour budget & other action plans. • Gram RojgarSevak: - to maintain all records related to MGNREGS • To guide Gram sanjoyak on working procedure. • Panchayat Executive Officer: - To maintain Cash book at GP level • To convene & rcord proceedings of GP meeting. • Joint transaction of funds with sarpanch. • Implementation of different schemes at GP level

  5. B) PANCHAYAT SAMITI PS Member: - To attend PS Meeting & participate in discussions in finalization of different action plans & labour budget. Chair Person: - To preside over PS Meeting To accord administrative approval for projects above 10 lakh and up tp 20 lakh rupees. To countersign all bills of panchayat Samiti above 2 lakh rupees Block Development Officer: - Administrative controller of Panchayat Samiti To accord administrative approval for projects up to 10 lakh rupees. To pass all the bills for payment in PS.

  6. Addl. Block Development Officer: - Accounts Officer of Panchayat Samiti • Add. Programme Officer for MGNREGS. • Junior Engineer/ GPTA: - • Make Field survey & site studies • Prepare plan & estimates • Supervision & execution of Development works • Prepare Bills • Technicaly sanction estimates up to 3.00 lakhs • Asistant engineer: - Make Field survey & site studies • Guide JE/GPTA in preparation plan & estimates • Supervision & monitoring of Development works • Check measure all Bills before payment • Technicaly sanction estimates above 3.00 lakh up to 6.00 lakhs

C) ZILLA PARISHAD • ZP Member: - To attend ZP Meeting & participate in discussions in finalization of different action plans & labour budget of the district • President ZP: - To preside over Z P Meeting • To finalize the annual action plan/ prospective action plan for Blocks and other agencies, for the schemes funded by DRDA. • Collector and District Magistrate: - Accord Administrative Approval for projects above 20 lakh rupees. • Designated as District Programme Officer (D.P.C.) for MGNREGS. • Project Director: - Administrative controller of all Blocks • Designated as Addl. D.P.C. for MGNREGS. • Addl. Project Dorector (Admn.): - Second in administration of DRDA. • Addl. P.D. (Tech.) and Executive Engineer: - Guide AE/JE/GPTA in preparation plan & estimates • Supervision & monitoring of Development works in the district • Test Check measure all Bills over 2.00 lakh. • Technicaly sanction estimates above 6.00 lakh up to 20.00 lakhs

Service Rules of GPTA • The GPTA shall be deployed by the Collector of the concerned District on contract basis to be renewed annually. • The GPTA shall employ himself/herself efficientlyand diligently and to the best of his/her ability • He/she shall be paid Rs. 5000/- PM as consolidated remuneration. • He/She shall not claim the service benefits as admissible to the state Government employee • He/She shall not be eligible to get any other allowances and shall not claim any other dues except the remunerations as above . • He/She shall handle hardware/ software and other equipments registers and documents in a transparent manners and make over the charge of the same to the authorized person after termination/relief from the present engagement • The GPTA shall be eligible to Exigency of public service for casual leave of 12 days during a calendar year, but such leave shall be subject to the prior permission from the Collector or duly authorized by him in writing. • The GPTA shall not be entitled for any other kind of authorized absence beyond authorized leave. If he/she remains absent with permission and he/she does not leave at his/her credit, or he/sheremains on leave without permission proportionate amount from his/her consolidated remuneration shall be deducted. • The Female GPTA shall be eligible for90 days Maternity Leave as per the Government rules.
