  7. National Qualification Framework • Kick-off Conference with experts from CoE • AL-BFUG 1st WG has detailed Uni levels and descriptors • Another WG near the MoES is dealing with pre-Uni levels and level descriptors • In view : National Conference with Albanian stakeholders to complete the NQF

National Qualification Framework LEVEL 5 First university level Mature + 1 or Mature +2 (diploma or certificates up to 120 ECTS points) LEVEL 6 Second university level: Mature + 3 (First Level Diploma “FLD” – 180 ECTS points) LEVEL 7 A Third university level: Mature + 4 (First Level Master “FLM” – 240 ECTS points) LEVEL 7 B Fourth university level: Mature + 5 (Second Level Diploma “SLD” – >= 300 ECTS points) LEVEL 8 A Fifth university level: Mature + 6 (Second Level Master “SLM” = 360 ECTS points) LEVEL 8 B Sixth university level: Mature + 8 (Third Level Diploma - PhD >= 360 ECTS points) LEVEL 1 First high education level - mandatory education LEVEL 2 Second high education level - mandatory education and high studies LEVEL 3 Third high education level - VET studies LEVEL 4 Fourth high education level - VET studies

Recognition of qualifications • Existing Recognition Unit within the Ministry of Education and Science • Enhancement of the legal framework : in line with Lisbon Convention • National Action Plan for Recognition issues • Some bilateral agreements for automatic recognition • New Law on HE : national information center for Albania – representing Albania in the ENIC network

  10. Student participation • In compiling Al HE strategic documents, • In HE events (conferences, workshops..) • In QA process • In HEIs governing bodies • New HE Law: • increasing SP at all HE activities • new student STATUS in HEIs
