THEY ARE STILL RELIANT ON CACI AND DON’T HAVE ANYMORE CONTRACTING OFFICERS NOW, THAN WHEN MAJOR JOHN COCKERHAM WAS RUNNING HIS CRIMINAL ENTERPRISE AT THE 408THON CAMP ARIFJAN. THIS SITE WILL BE A PORTAL TO SHOW THAT THE ARMY IS STILL AS CORRUPT IN KUWAIT NOW, AS IT WAS IN 2003, 2004, 2005, 2005, 2006, AND 2007. THE 408THWAS POSTING SOLICITATIONS ON THE FEDERAL ACQUISITION REGULATIONS ONLY APPROVED GOVERNMENT POINT OF ENTRY BEFORE MAJOR COCKERHAM AND STILL ARE NOT POSTING TO FEDBIZOPPS. THIS REPORT OF DR. GANSLER’s RELIED ON INTERVIEWS 408THMEMBERS WHO AND ARMY OFFICIALS WHO DIDN’T WANT THEIR IMAGE TARNISHED. IT RELIED ON CORPORATIONS WHO HAVE CONTRACTS IN KUWAIT. THIS REPORT DOESN’T MENTION ONE SINGLE CONTRACTING OFFICER FROM MAJOR JOHN COCKERHAM’s CRIMINAL ENTERPRISE. THAT IS WHAT CAMP ARIFJAN WAS THEN, AND STILL IS NOW. FOR THIS REPORT TO NOT MENTION COCKERHAM ONCE IS A SCAM ALL BY ITSELF. ONE QUESTION TO THE US AIR FORCE’S OSI REGARDING 386 ECONS AT ALI AL SALEM. HOW COULD 23 CONTRACTING OFFICERS GO TO JAIL FROM CAMP ARIJAN LOCATED JUST 40 MILES AWAY FROM ARIFJAN IN KUWAIT AND WHILE 386 ECONS DIDN’T POST SOLICITATONS FOR 7 YEARS AND DEALT WITH THE VERY SAME CONTRACTORS THAT WERE PAYING BRIBES AND KICKBACKS AT ARIFJAN, THE AIR FORCE OSI HAVE FAILED TO REGISTER ONE INVESTIGATION OR HAVE ONE CONVICTION. THIS SITE IS GOING TO UNCOVER WHAT THE OSI FAILED TO – A PATTERN OF AWARDING CONTRACTS TO THE SAME CONTRACTORSAND CIRCUMVENTING THE COMPETITION IN CONTRACTING ACT.
