  1. MTAC Workgroup 129 Eliminating Obstacles to Mail Growth February 17-18, 2010

  2. Issue Statement Facilitate mail volume growth by identifying regulations or requirements that add no postal and/or customer value, hence hindering mail growth, and proposing modifications or elimination of those barriers as practical.

  3. Progress Workgroup formed March 24, 2009 72 workgroup members 21 Bi-weekly conference calls, two face to face meetings Generated 91 issues list from mailers, focused first on HIGH Impact items, then others Four task groups formed 16 Recommendations Posted to MITS and entered into RITS

  4. Currently Being Considered by USPS Functional Area Also submitted in other MTAC Growth workgroups Secured destruction/recycling process for FCM – Underway by VP, Sustainability Price incentive for Courtesy Reply Mail, over ounce weight allotment - referred to Manager, Transaction mail

  5. Under Consideration by USPS • Business Reply Mail Design markings • Manager, Transaction Mail • “Saturation CMM” • Manager, Direct Mail • Mailpieces with non-paper surfaces • Manager, Direct Mail • Electronic requests for requester Periodicals publications • Manager, Mailing Standards • Manual affixing of RPNs for destination-entered local mail • Manager, Mailing Standards

Task Groups • Relaxing the requirements for a return address on certain types of mail • Relaxing requirements for decorative designs with Permit Imprints • Attachments to mailpieces (Dry-release cards) • Additional DMM revisions under development • Customer friendly tool for ancillary endorsements • Draft of EXCEL tool, with recommendations for DMM/QSG revisions

  7. Other Recommendations • DMM section for Courtesy Reply Mail • DMM edit suggestions • Linking CSRs to DMM, graphs, charts, illustrations to enhance and add clarity • Return address placement in relation to delivery address • Would require Federal Register Notice and process • Offer a Tyvek envelope as Flat Rate Priority Mail option • Relax requirements for Simplified addresses on city routes • Not a unanimous recommendation from the workgroup – strong opposition voiced
