  3. Introduction City of Monash • 160,033 residents • 40% of residents coming from more than 30 countries • Residents aged over 60 yrs is 21.3% • 60 – 69 is 9.9% • 70 – 84 is 9.6% • 85 and over 1.8%

  4. HACC program & target groups • Frail aged and people with a disability • Younger persons with disabilities • Carers of frail people or people with a disability

  5. Special Needs Groups • People from Culturally and Linguistically diverse backgrounds • People from Aboriginal and Torres Strait Islander backgrounds • People with Dementia • People who are financially disadvantaged • People living in remote and isolated areas

  6. Council HACC Services • Assessment and Care management • Domestic Assistance • Personal Care • Respite Care • Property Maintenance • Planned Activity Group • Delivered Meals

  7. Fire Safety Awareness Our challenge • How do we raise community awareness regarding fire risk and dangers?

  8. Personal Safety Program - how do we provide this service? • Home visit to each Client by designated Care Workers • Training for Assessment staff and Care Workers for ongoing fire safety education of clients • A fire safety check list and referral pathways • Collaboration with MFB and review process

  9. Identification at risk groups in our Client base • Elderly • People with a disability • People from culturally and linguistically diverse (CALD) backgrounds • Young children

  10. Methodology • Met with MFB for advice • Identified 16 experienced Care Workers • Commitment made to visit each Client • Identified Clients by area grid • Developed a personal safety kit for each Client

Fire safety check list • Is the front gate in good working order? • Is the house number clearly displayed? • Any slip trip hazards on entry to the property? • Are doors that exit the building functional? • Are the locks functional? • Are there deadlocks? • Are the deadlock keys easily accessible? • Are exterior stairs in good repair? • Are there handrails on exterior stairs?

Fire safety check list • Are the ramps in good repair? • Are the fly wire door screens functional? • Has the clothes dryer lint catcher been cleaned? • Taps dripping? • Do the cupboard doors and drawers stick? • Are there any piggy backed adaptors? • Any light globes need replacing? • Is there a smoke detector? • Check the smoke detector functional • Any cables over floor where they are a trip hazard? • Does the property require any pruning for safe access to the property?

Methodology • client visits were integrated into Care Workers rosters to ensure minimal impact on current service delivery hours • Personal safety check bookings were made in vacant spots on Care Workers rosters • Care Workers booked client appointments • Feedback mechanisms – so issues found are addressed/fixed

  15. MethodologyFeedback Mechanism & Referral Procedure 1. Referred to Home Maintenance • Smoke alarm battery change • Relocation of smoke detectors • Access to home or property issues 2. Referred back to Area Team Leader for extra assistance in the home 3. Referred to MFB for advice or information

  16. Methodology for supervision • Senior staff were always contactable by phone for Care Workers with concerns • Careworkers had fortnightly meetings • Feedback opportunity • Care Worker concerns during client visits • New information updates

  17. Project Timeframe & Outcomes • 10 – 12 months • At the end of the project, assessment and review process will continue to ensure clients homes are assessed and Clients informed of fire risk and a heightened client awareness, understanding and knowledge of fire safety.

  18. Outcomes • Mandatory annual fire awareness training for all staff • Fire awareness to be embedded in induction process for all new staff • Fire Safety Checks and client education included within assessment and review process • Enter into discussions with HACC Certificate III Traineeship provider to include fire safety and awareness training in future traineeships.
