  2. Current ICT projects • Ministry of Transport and Communications ICT project • Internet Network for the reconstruction of East Timor • Automated System for Customs Data Administration. (ASYCUDA) project.

  3. Internet Network for the Reconstruction of East Timor • Started in February 2000 aims to provide ISP services to development communities and the government of East Timor. • Plays the role of ISP to the government through Ministry of Transport & Communication. • Provides internet & email services to various UN agencies at the UN house. • Supports over 40% of the registered NGOs (both national & international) with Internet and email services. • Runs an ICT training center at the national university of East Timor. A total of 500 students have been trained on basic ICT skills since its instigation.

  4. Ministry of Transport & Communications ICT Project. • Initiated in June 2002, this project took over from where UNMISET left and is more focused on establishing an e-government. • Controls the usage of Internet & email services within the government. • Maintains various government LANs & WAN • Maintains the government website • Implementation of a customized Management Information Systems for various ministries. • Help desk and workshop services

Constraints • Lack of trained local personnel on ICT • Poor ICT infrastructure - telephone lines concentrated in the capital, government • LAN still concentrated in the capital. • Lack of information hubs • Lack of a second gateway • Insufficient ICT support • Lack of Investments in ICT • No policy paper on ICT

  6. Government & donors involvement • Government – • Purchase of ICT equipment. • Future creation of Data Centers • Donor communities – • Funding ICT personnel within the government. • Funding Comprehensive ICT training for national staff

  7. Key Achievements • Connectivity within the capital despite poor infrastructure. • Availability of Internet & email services for the government • Accessibility of Internet & email services to the NGOs & international organizations at affordable rates. • Establishment of a training center at the university . • Creation of an online database system at the customs boarder control (ASYCUDA)
