  11. mGovernance in Panchayti Raj Institutions • The proposed solution highlights the usage of the mobile/handheld device for two way communication between the government and the PRI functionaries and to disseminate the information to the PRI functionaries & Citizens through SMS & Voice based solutions. • SMS Based Applications between PRIs & Citizens • Using SMS /USSD, information on government service delivery can be monitored by the different levels in government and Panchayati Raj. Using SMS Pull & Push functions : • The PRIs and citizens can obtain financial information pertaining to PRIs on a local basis (Gram Panchayat) • The department can inform the various tiers and the levels of government the financial status to the PRIs and also alert fund Transfers. • SMS Push the state government and its line offices can inform the status and performance of different poverty alleviation and social security program. • Using SMS Push, the information on Government orders can also be messaged to various levels and make available to citizens the information on Government service delivery including that of utilities, infrastructure, education, health. • Alert regarding issue of any order related to release of fund.

Complaint Monitoring: When a complaint is registered at a call center, a Complaint number is automatically generated and sent over SMS to the caller. He can later query the status of the complaint through IVR / SMS based on the given Complaint number. • 8.   13. Voice Based Messages • The Solution is voice message based where the beneficiary will listen to the message as a voice on his/her mobile phone. This is an excellent tool for the people who are unable to read the sms alerts. The message will be pre recorded & will get delivered in a form of a phone call. Under PRIs these can be utilized well for broadcasting information to the Citizens : • Irrigation related information • New schemes of Government • Health camps • Education resources and schemes

  14. mGovernanace in Rural Development NREGA • Enrollment of the beneficiaries can be done on both SMS based & Mobile based applications. • Daily transaction (muster Rolls) can be developed on handheld devices and can be uploaded as a real time on central server for monitoring purpose. • Can also be linked with banking gateway for wages disbursement. • SMS alerts to beneficiary as well once the funds disbursed. • Daily reports from supervisors of NREGS in respect of fund utilization, workers attendance. • For authentication, either finger print of the beneficiary or the smart card based solution can also be integrated with the handheld device.

  17. mGovernanace in Public Distribution System • Automation at FPS - GPRS Based Solution • The propose solution consist of a Blackberry Device/Pos with GPRS connectivity & a Blue tooth printer. The Handheld device can also be customize with the finger print option, smart card swipe & as well with Barcode reader & writer. • The application on a handheld would have following Key deliverables: • Display of stock position at FPS on handheld device • Display of commodities allocated to each beneficiary. • Display of quantity being sold each day against the beneficiaries will be given a unique ID. • Centralized recording of all sales made at each FPS, at DF&CS level • Tracking of stocks available at central level by recording all procurement and consumption. Closing balance of the shop. • Real time display of day’s transaction on central server for department to view & keep track of consumption of commodities per fair price shop. • Generation of requisite MIS reports.

SMS & Voice Based • Using Bulk Push, the sms can be sent to citizens as soon as the material reaches to the FPS. • To avail the services, Citizens can easily registered their mobile number by sending an SMS to a virtual number e.g. "MPPDS FPS ID“ • Using SMS Push, the department can inform the various tiers (FCI/WSP/FPS) as soon as the material is lifted from the warehouse / Godown. • Ration Tracking and Inventory Management System can be done using SMS/USSD. • Stock movement form FCI to WSP to FPS can be updated thru SMS. • SMS alerts can be sent to FPS owners on any kind of schemes/ Price change. • Voice Messages • This can be very well utilized in PDS: • To inform the beneficiaries about the Ration arrived at nearest FPS • To announce new schemes or subsidy to beneficiaries. • Any information which needs to be delivered by department to the consumers, can utilized it by recording the message & then send it to the registered mobile numbers.

Mgovernanace in Health – GPRS Based Solution • The proposed solution on a Handheld device, aims to provide an integrated framework for streamlining the day to day activity in NRHM. • Data Capturing on Handheld Device through GPRS : • Online Data capturing on a handheld device by ASHA/ANM workers in a localize language • This data is collected at Block level and district level again and sent to State HQ where the complete data is collected and appropriate reports are prepared. • This application would automate the process of consolidation and save a lot of effort that was required in consolidation at every level. • Performance Monitoring - State government can monitor the performance on real time report on various parameters such as: • Early pregnancy is registered within first 14 weeks of pregnancy or not. • ANC record for missing ANCs • Institutional deliveries • ANM’s actual performance versus her target etc.

SMS Based Solution • Drug stock at village dispensary/primary health care centers & attendance can be monitored through SMS. • Aaganwadi children-teacher attendance & food stock can be monitored. • SMS Alerts to rural citizens / health workers regarding the epidemic. • SMS alerts can be used to transmit health information that facilitates diagnosis of the primary ailments of ill health in case the sickness is not observed as serious. • Bulk Push to all health workers form department’s end. • Health awareness or capacity building by sending 4-5 sms per day either through voice or Text • All services available on SMS / Voice SMS on Entry level handsets.

  23. mPest Survillance • Using Blackberry POS for Surveillance.   24. mPaddy Procurement – GPRS Based • The proposed solution is Blackberry based where the device will be given to the Paddy procurement center to capture the details of the farmer & the paddy. • Activity at Paddy Procurement center is broadly classified into 2 types: • Procurement • Distribution • The details of the application is mentioned in the below sections. • Solution enables PPC to procure the paddy from the farmers & hand over the receipt after the procurement. • The data access is simple and highly secure • The handheld application has the capability to print data from the screen on a Bluetooth enabled printer. • It is a complete Solution including a Back End Server Hardware/Software, Communication and Front End handheld Hardware/ Software apart from Bluetooth enabled printers. .

  25. mSchool - Education • SMS based solution for schools is the most advanced text message information disbursal system available. With the help of SMS, the system can be revolutionized the way in which it communicates with students and their families.The school administration can send important notifications about various school activities to parents and/or students.
