Elementary Certificate Standards • These standards are unique. • They address a total certification program and are needed to reflect and support Michigan’s K-12 Curriculum Framework; Benchmarks; and Grade Level Content Expectations as well as standards adopted by national professional and specialty area associations. • The elementary certificate program standards address what every elementary teacher needs to know about: • core content, • assessment, and • content-specific pedagogy as they teach in self-contained classrooms.

The Full Range of Law and Standards Governing Teacher Preparation • Michigan Law • Administrative Rules Governing the Certification of Michigan Teachers • Professional Standards for Michigan Teachers • Elementary Certificate Program Standards • Reading Standards for All Elementary Teachers • Specialty Area Endorsement Standards (for authorization to teach specific content/specialty area in a departmentalized setting)

  4. Elementary Certificate Program Standards Review • This certificate program review includes the review and use of: • Professional Standards for Michigan Teachers • Required Reading Course Standards • Endorsement Standards

Elementary Certificate Program Review • The purpose of this review process is to: • support institutions as they offer documentation highlighting the quality of the program. • provide valuable feedback in relationship to the standards for the certificate program • Professional Standards for Michigan Teachers • Elementary Certificate Program Standards • Reading Standards for all Elementary Teachers • Endorsement Standards as appropriate

  6. Elementary Certificate Program Review • Applications and supporting documentation must be submitted in an electronic format. • Early adopters pilot review documentation due at MDE by December 1, 2009. • Early adopters documentation will be made available to the review teams by January 1, 2010 for early adopters pilot review conference February 2010.

Elementary Certificate Program Review • All remaining elementary teacher preparation programs must submit application and review documentation by December 1, 2010 for review February 2011. • December 2011, no candidates are to be admitted to old programs. Full approval based on new SBE Elementary Certificate Program Standards must be obtained before candidates are admitted to programs after December 2011.

  8. Required Documentation for Program Review • Signed Application Form which includes: • Form XX Required Courses for Each Option Offered by the Institution. • Matrix Form with Narrative for Standards: • 1.0, 1.1, 1.2, 1.3, 1.4, 1.5, 1.6, 1.7, 1.8, 2.0, 3.0, 4.0, 5.0, and 6.0

  9. 76-86 credits minimum Elementary Certificate Standards OPTION 1 Core Subject: The teacher preparation institution must provide student advising that assures candidates successfully accomplish all elements within the option before recommendation for certification. Authorization to Teach Major (30 credits minimum) or 2 minors (40 credits minimum) of the following: • Integrated Science, • Elementary Mathematics, • Social Studies, • English Language Arts, or • Reading May take the Michigan Test for Teacher Certification (MTTC) Specialty Area Endorsement Departmentalized instruction in grades K-8, PLUS AND Must take the Michigan Test for Teacher Certification (MTTC) Elementary Education A planned program (20 credits minimum) that incorporates the remaining Elementary Certificate Program Standards. Authorization to Teach Self-Contained Classroom Grades K-8 PLUS Professional sequence (20 credits minimum) these courses are guided by the Entry Level Standards for Michigan Teachers (ELSMT) which address pedagogy and field experiences. The 6 credits of required Reading Courses must be identified.

  10. 91 -101 credits minimum Elementary Certificate Standards OPTION 2 Comprehensive Major: The teacher preparation institution must provide student advising that assures candidates successfully accomplish all elements within the option before recommendation for certification. Authorization to Teach Comprehensive Major ( 45 credits minimum) Must include courses in the all of the following: • Integrated Science, • Mathematics, • Social Studies, • Language Arts, • Health, • Physical Education, and • The Arts Must take the Michigan Test for Teacher Certification (MTTC) Elementary Education Self-Contained Classroom Grades K-8 AND PLUS Authorization to Teach • A minimum of a minor (20 credits minimum) in one of the following: • A World Language, or • A student-centered specialty area: • English as a Second Language, • Bilingual, • Special Education (K-12), • Early Childhood (Birth- age 8), or • Middle Level (Grades 6-8). Departmentalized instruction in grades K-8, or with specialty knowledge K-12, or birth to age 8, or Grades 6-8. May take the Michigan Test for Teacher Certification (MTTC) Specialty Area Endorsement PLUS Professional sequence (20 credits minimum) these courses are guided by the Entry Level Standards for Michigan Teachers (ELSMT) which address pedagogy and field experiences. The 6 credits of required Reading Courses must be identified.

Simulation Option 1 Program Development (continued) • Option 1 Program Development • Identifying Courses Already Available • Using the GREEN pen highlight the professional sequence language at the bottom of the Option 1 graphic. • Using the GREENpen and your institution’s advising forms, highlight the courses that are currently required to meet the professional sequence (minimum 20 credits)

  14. Simulation Option 1Program Development (continued) • In the top box on the Option 1 graphic highlight a content area for a major. • Which endorsement areas does the institution have approval to offer? • Using your advising forms highlight the courses needed to complete the selected major(s).

Simulation Option 1 Program Development (continued) • Using the advising forms select the courses needed to complete the planned program, with various content majors. • Record the minimum credit hours required for each component of Option 1, based on your institution’s approved endorsement programs.

Simulation Option 1 Program Development (continued) • Select another content major and go through each step to determine what courses are needed to complete Option 1 with the new content major. • Record the number of credits needed for each component of Option 1. • Remember the planned program changes based on the content major selected.

Elementary Certificate StandardsOption 2 • Has a comprehensive major of a minimum 45 credits. • Must include a reasonable division of content across the following areas: • Integrated Science, • Mathematics, • Social Studies, • Language Arts, • Health, • Physical Education, and • The Arts (Visual and Performing Arts)

Simulation Option 2 Program Development • Use your advising forms and ORANGE highlight pen to mark the courses that may be used to meet this component. • On the Option 2 chart, list the courses used in the comprehensive major component. • On the Option 2 chart, record the total credit hours for each content area within the comprehensive major.

Simulation Option 2 Program Development (continued) • Remember your institution must have an approved program in any student-centered specialty area used to meet the elements of Option 2. • Highlight on your advising forms the courses included within your approved endorsement programs to meet the minimum of 20 credit hours for one of the student-centered specialty areas: World Languages, Bilingual, English as a Second Language, Early Childhood, Middle Level, or Special Education

  22. Simulation Option 2 Program Development (continued) • Using the ORANGE pen, highlight the core professional courses to meet the last element on the Option 2 graphic. • Remember that the required reading courses have been reviewed through the Reading First review process.

  24. Problem Solving Program Challenges • As a group at your table, share the challenges you anticipate occurring at your institution in the development of program documentation for each of the options. • Share possible solutions for each of the challenges mentioned within your group. • Select a member to share out the high points of the discussion.
