AQC and BOCC • Mecklenburg Board of County Commissioners • Adopts Mecklenburg County Air Pollution Control Ordinance • Air Quality Commission • Citizen advisory board established by the Board of County Commissioners to provide citizen and stakeholder input to the Board of County Commissioners, local municipalities and staff through the review and recommendation of air pollution management policies, long-range plans, operations and their budgetary impacts in order to achieve the mission.

  6. Rule Adoption –By Reference • Provide “mark-up” to NCDAQ, County Attorney, and EPA for comment • Present at public meeting for AQC approval/comment and public comment • BOCC Adoption of MCAPCO • Submission of updated ordinance to NCDAQ for inclusion into SIP.

Rule Adoption –Not By Reference • Stakeholder meetings • Provide “mark-up” to NCDAQ, County Attorney, and EPA for comment • Present at public meeting for AQC approval/comment and public comment • Publish notice in newspaper with 30-day public comment period • BOCC takes formal action to set public hearing date • BOCC opens public hearing, takes comment and closes public hearing • Revisions if necessary and BOCC Adoption of MCAPCO • Submission of updated ordinance to NCDAQ for inclusion into SIP.

ACE Awards • Air Compliance Excellence Award Program, designed by regulated community through focus groups. • Recognized facilities that complied with all their Air Quality permit requirements from July 1, 2013 to June 30, 2014 • The inaugural ACE Awards were issued August 15, 2014 • Letter & certificate mailed to facility’s AQ Primary • Copy of letter to Highest Ranking Local Official
