GN 9 of 2017 – Consumer Protection ActConsumer Protection (Safety Requirements) Regulations 2017 • Into operation as from 1st October 2017. • The schedule refers to 20 goods. • Will be based on the verification of Certificates of Conformity (CoC). • Verification of CoCs will be done by the Mauritius Standards Bureau. • The imported goods shall be tested by the MSB if the goods are not covered by a CoC. • Enforcement Authority: Ministry of Industry, Commerce and Consumer Protection.

Procedure – Safety Regulations • Importers • Importers shall submit the CoC and other related documents to the Mauritius Standards Bureau. • Mauritius Standards Bureau • A formal request form shall be available on the MSB’s Website. • Importers should fill in the request form for verification of CoC and submit to the MSB. • MSB shall proceed to verification of the submitted documents and shall issue a letter of conformance/non-conformance to the importer.

  5. Controlled Goods • The schedule of the regulation refers to 20 household electrical appliances and accessories.

Testing – Safety requirements • In the absence of CoC • The goods controlled under this regulation shall also be subject to testing by the MSB if a CoC is not available or if the submitted CoC is not relevant. • Safety Standards • The Safety Standards for testing cover several aspects which include Electrical, Mechanical and Fire • Tests • Under the scope of this regulation, the following aspects will be considered. • Visual Inspection which include for e.g. Marking and instructions, construction amongst others • Power input and current consumption • Di-electric strength test • Leakage current test • Earth resistance test • Insulation Resistance test

Verification of CoCs • Documents to be submitted to MSB • Letter of request with details of the importer • Proforma Invoices • Certificate of Conformity (should cover the make/model of the product being imported) • The processing time is 2 – 5 working days. • A fee of 700 MUR per certificate verified will be charged by MSB.

Content of CoCs • A valid Certificate of Conformity should contain the following information. • Certifying Body or Testing Laboratory • Applicant Name (if different from Factory Name) • Factory Name • Certificate Number • Date of Issue • Date of Validity (if applicable) • Make and /or Model (s) (if applicable) • Standard and Year published • Technical Signatory

  10. Certificate of Conformity • As per the regulations, the following shall be submitted by the importer. • an original or certified copy of the CoC • Only CoCs issued by an independent (Third Party) conformity assessment body shall be accepted. • The CoC shall have a validity date.
