A Framework for S&PF Performance Management and Evaluation • At the Redesign Implementation Council’s (RIC) August 2008 meeting, FS agreed to develop a performance management framework for all of S&PF. • The Framework Working Group, with representatives from every S&PF Program Area as well as state partners, was then established to carry out this task. • The Framework Working Group met for 2 days January 28-29, 2009 and made substantial progress on developing a draft set of core S&PF Performance Measures. • The Framework Working Group then continued to refine the draft measures. • The draft measures were distributed to FS and States for comment in April 2009. • RIC met in August 2009 to discuss draft Measures. • RIC approved final measures in February 2010. • These measures align with Farm Bill Objectives and will be the “core” way we tell the SPF story. They will be reported in various venues, including the S&PF Annual Report. Background

A Framework for S&PF Performance Management and Evaluation • There are 20 approved S&PF Core measures. • 10 of them are measures already used by FS and State partners. • 10 of them are new. • Reporting will continue as usual for the 10 current measures in FY10 and beyond. • Reporting for 3 of the 10 new measures is planned for FY2011. Business rules and calculations are currently being developed, with a focus on data already collected by FS and State partners. • The 7 remaining new measures are pilots. Reporting for FY10 and FY11 is not required. These are measures that capture accomplishments in areas that S&PF currently does not track. The Framework Working Group determined that they would be most effectively tracked and reported spatially (which we don’t yet have the capacity to do). • Future reporting dates are TBD. We need to qualitatively “tell the story” of these measure accomplishments until quantitative methods are developed. Where are we now?

  4. A Framework for S&PF Performance Management and Evaluation • We need to establish “small groups” of program managers and experts (fed and state) to develop definitions, data sources, business rules, calculations, etc. for the 7 pilotmeasures. • This work will ensure that measures are being consistently measured and reported each year and that each measure is best capturing the work done by states and FS. • These groups can also help develop qualitative “success stories” for these measures until quantitative reporting methods are available.
