  3. Holden Heights Ordinance Update Background • Created in 2002 as Amendment to the Comprehensive Plan • Neighborhood District Ordinance adopted in 2003

  4. Holden Heights Ordinance Update • Amended the allowed uses in the Holden Heights area; attempted to eliminate uses that were detrimental to the area • The ordinance resulted in restrictions on business activities in Holden Heights

  5. Holden Heights Ordinance Update Proposed Code Revisions • Changes are being proposed for Section 38-77 (Use Table) and Section 38-79 (Conditions for permitted uses and Special Exceptions) • Expands uses allowed in the Holden Heights area

  10. Holden Heights Ordinance Update • AN ORDINANCE AFFECTING THE USE OF LAND IN ORANGE COUNTY, FLORIDA; AMENDING SECTION 38-77 (“USE TABLE”) OF THE ORANGE COUNTY CODE RELATED TO THE NEIGHBORHOOD DISTRICT STANDARDS CODIFIED AT CHAPTER 38, ARTICLE XVII; AND PROVIDING AN EFFECTIVE DATE.

An entity involved in the utilization of various types of materials in a finished or an unfinished condition, and processing them with various manufacturing machinery and labor techniques in order to produce a marketable product.

  15. Holden Heights Ordinance Update • For any entity existing as of January 1, 2013, this shall be a permitted use. For any entity opened after January 1, 2013, this use shall be allowed only as a special exception.

Holden Heights Ordinance Update • Such light manufacturing activity shall be confined within a structure on the property, but allowances may be made for outside storage of materials directly related to manufacturing activities and recyclable materials, but should be confined, whenever practical, in containers suitable for the volume and type of material being stored.

Holden Heights Ordinance Update • Depending on the circumstances, such storage devices may be semi trailers or other similar structures, so long as they are maintained in a condition that is compatible with the area. Notwithstanding the foregoing, outside storage shall not be visible from the South Orange Blossom Trail, Michigan Street, Kaley Avenue, or Rio Grande Avenue right-of-way.
