  3. Not a stand alone process! UPR recommendations as entry point for broader support on justice/Rule of Law, legal empowerment, human rights based approach etc.

UNDP/OHCHR Regional consultations on Transitional justice • 80 participants from Libya, Egypt, Tunisia, Morocco, Yemen, Algeria, Iraq • pillars of discussion: • 2011: Concept and modalities of transitional justice, Comparative experience in transitional justice, Judicial and non judicial mechanisms of transitional justice, Institutional reform for sustained justice • 2012: kinks between TJ and gender, national consultation, national justice processes, security sector refor

Regional consultation constitutional dialogue • 75 participants from Egypt, Tunisia, Sudan, Libya, Kuwait, Lebanon, Palestine and Somalia • international experiences on elements of constitutional dialogue as a process and on comparative constitutional outputs with respect to the following key questions: • How can diversity (linguistic, religious, ethnic etc.) be best enshrined and protected by the Constitution? • What role for the constitution in protecting social and economic inclusion and the justiciability of those rights? • How can the constitution help guide intra state and state-society relations in the context of local governance reform? • What is a gender sensitive constitution?
