On the meaning of PHC • It is not a level of health care delivery but an approach to health • It sees health as a basic human right & a ‘worldwide social goal’ • It is therefore not only a technical issue but a social and political one • Based on solidarity & collective values rather than the individual • People are active participants rather than ‘clients’ or ‘consumers’ ... • ... and have both rights and duties to participate
