  3. STAAR Testing Calendar

  4. Test Security • Security involves accountingfor all secure materials & confidential information • Before • During • After… eachtest administration • Only personnel who have been trained ANDhave signed an oath may have access to secure test materials and information.

  5. Test Security Requires each campus to… • Verify all materials were received and packing lists are correct • Ensure the proper storage of materials when not in use • Maintain proper tracking/transferring of testing materials • Collect and destroy any reference materials/ scratch paper/graph paper/etc after each administration • Student test tickets must be destroyed after online test sessions • Return all test booklets AND answer documents to the DTC • Maintain all inventory and shipping records at the campus for at least 5 years

Confidentiality Confidentiality refers to protecting the contents of all secure materials: • Test booklets • Completed answer documents • Online assessments • Student test tickets No person may view, reveal or discuss the contents of a test booklet or online assessment before, during or a test administration unless permission was first obtained from TEA. • No duplication of testing materials or online assessments • No writing notes about or capturing any portion of the test • Tests must be administered exactly as instructed in the test administrator manual

  7. Confidentiality Only students may respond to test questions. Do not … • review student responses • ask a student about test questions • change a student’s answer in the answer document • instruct a student to change their answer

Confidentiality TA’s who view test materials due to providing an accommodation must be reminded that they are viewing secure content and • Responding to test questions • Recording information about the test • Scoring the test • Talking about the test Is strictly prohibited As a reminder, these individuals are required to sign an additional section of the TA oath upon receiving their specific training.

  9. Penalties for Prohibited Conduct • Any person who violates, assists in the violation of or solicits another to violate test security or confidentiality or anyone who fails to report such violation is subject to: • Placement of restrictions on the issuance, renewal, or holding of a Texas educator certificate, either indefinitely or for a set term; • Issuance of an inscribed or non-inscribed reprimand; • Suspension of a Texas educator certificate for a set term; • Revocation or cancellation of a Texas educator certificate without opportunity for reapplication for a set term or permanently. • Possible criminal prosecution under TEC ξ39.0303, Section 552.352 of the Texas Government Code, and Section 37.10 of the Texas Penal Code. Additionally, irregularities resulting in a breach of test security or confidentiality may result in the invalidation of students’ assessments.

  10. Security Oaths • Test administrators, technology staff, and other certified school personnel who assist during testing must be trained and sign an oath. • Office staff, campus security, cafeteria staff, hall monitors, custodians and other personnel who assist during the administration of state assessments must also be trained in test security and campus procedures and sign an oath. • Each oath must be read and completed AFTER the training and BEFORE handling or viewing secure materials or confidential information • Oaths must be kept on file for at least five years

  11. Testing irregularities • Incidents resulting in a deviation from documented testing procedures are defined as testing irregularities. • They are viewed by TEA as falling into one of two categories – serious or procedural.

  12. SERIOUS Testing irregularities • Directly or indirectly assisting students with responses to test questions • Tampering with student responses • Viewing secure test content before, during, or after an administration • Discussing secure test content, student responses, or student performance • Scoring student tests, either formally or informally • Duplicating, recording, or capturing electronically secure test content without permission from TEA • Fraudulently exempting or preventing a student from a required state assessment

  14. Reporting Test Irregularities • Each person is responsible for reporting ANYviolation or suspected violation. • Campus staff should notify their CTC or DTC if they witness an irregularity or suspect one has occurred. • Contact DTC if unsure about whether an irregularity has occurred.

  15. Student Cheating • It is a SERIOUS testing irregularity when a student photographs or duplicates secure test content or disseminates this information using an electronic device. • If a district determines that a student has been involved in an attemptto cheaton a state assessment, the district is required to invalidate the student’s test. • Additional disciplinary action may be taken at the local level in accordance with district policy. • Any locally determined disciplinary actions stemming from the cheating must be submitted to TEA

  16. STAAR TIME Limits, Policies and Procedures

Start and Stop Times The 4 hour time period (5 Hours for Eng I & II) will start after the test administrator has read directions and tells students to begin working on their tests. • Start timefor the test session must be recorded on the seating chart. • Students must record all responses on their answer documents or online before the end of the time period. • Once the time period has ended, test administrators will instruct any students still testing to either put their pencils down and close their test booklets or stop their online tests. • Session stop time must be recorded on the seating chart. • Communicate (orally or in writing) the amount of time left to test in one-hour intervals and in shorter intervals during the last hour. • Late arriving students must be kept aware of the time they have left to test • Students with extended time must also be made aware of their time left • Each student’s stop time must be recorded on the seating chart

Test Administrators must make the student aware of his or her adjusted testing time.

  19. Lunch Students may stop testing to take a supervised lunch. • The testing time must be stopped for a lunch break and will restart when students resume taking the test. • Students must place their answer documents inside their test booklets so that all secure materials can be collected and placed in locked storage. • Even during lunch, a test administratormust be present in the room at all times to monitor the students and ensure there is no discussion of any test content

  20. Test Administrator Responsibilities • Read the Test Administrator Manuals (paper and online) • Attend training conducted by your campus test coordinator • Observe all rules regarding test security and confidential integrity of the state testing system • Prepare the testing environment • Ready seating charts for test session • Require OOD /OOS students to present a valid ID prior to testing • Ensure the proper distribution of answer documents or student authorizations • Administer the tests in strict compliance with the directions in the Test Administrator Manuals • Supervise and actively monitor testing • Complete answer document fields upon completion of testing and return ALL testing materials to CTC (No Time to Test Required) • Report testing irregularities and security violations immediately to the campus testing coordinator.

  21. Testing with Accommodations During test day, if you think the student is • Taking the wrong test • Should not be using an accommodation • Should be using an accommodation that they were not given Inform the Campus Testing Coordinator ASAP!

  22. The room should… • Bulletin boards and instructional aids should be covered or removed if they could provide a direct source of answers for the subject being tested. • Have “TESTING-DO NOT DISTURB”and “NOELECTRONIC DEVICES” signs posted at the door. • No element of the room should hinder any student’s performance. Room should be quiet, well-lit, well-ventilated, and comfortable. • Have a trained test administrator present at ALLtimes. • Have all desks cleared and have enough space for each student to work. • Have a method for preventing students from seeing one another’s monitors. • Have a pair of headphones per student (when applicable).

  23. Verifying Information of Students with Accommodations Ensure your list of accommodations is the most current one • Verify the accommodations are allowed for that particular test • Prepare testing locations for students with accommodations (i.e. small group, oral administrations, computer lab, headphones, etc.)

  24. Prepare Materials for Distribution TA’s for PAPERadministrations must have the following REQUIREDmaterials • Test Administrator Manual • TestHound Seating charts • Calculator (1 per student for grade 8 Math, Algebra I and Biology) • Two #2 pencils with erasers per student • One Test Booklet & one answer document per student • One TB for the TA (if applicable) • Dictionaries, Thesaurus, Bilingual Dictionaries (as necessary) • Test session rosters

Prepare Materials for Distribution TA’s for ONLINEadministrations must have the following REQUIRED materials • TA Manual • TestHound Seating charts • Calculators (1 per student for grade 8 Math, Algebra I and Biology) • Testing group rosters • Student test tickets (Must be kept in locked storage until used) • Pencils with erasers • Scratch or graph paper • Dictionaries, Thesaurus, Bilingual Dictionaries (as necessary) • Headphones for students receiving text-to-speech • Test Session Rosters

  26. Accessibility features Available to ANY student • These do NOT have to be coded in the answer document • Signing or translating test administration directions • Translating test administration directions into the native language of an ELL • Allowing a student to use a bilingual dictionary (all subjects) • Reading the test aloud to self • Reading aloud or signing the expository or persuasive writing prompt • Making assistive tools available scratch paper (or any medium that can be destroyed), colored overlays, blank place marker, magnifying devices, highlighters, colored pencils, or crayons • Use tools to minimize distractions • Allowing individual or small group administrations • Reminding students to stay on task

Designated supports Content and Language Supports • These students will take the STAAR online • These accommodations are embedded into the online system and will appear as pop-ups and rollovers Oral administration • For students testing online, this accommodation is delivered using text-to-speech functionality For all designated supports • The TA must receive additional trainingwhen administering an online test with accommodations • The TA is responsible for ensuring students have available the designated supports they are eligible for during the test

Testing – Dictionary Policy A dictionary must be provided for each student taking the English I or II assessments and Grades 5 & 8 Reading This includes the paper and online versions For Algebra, Biology & US History ONLYa BILINGUAL DICTIONARYmay be available to the students (as needed) Dictionary used in test day must be the same type of dictionary used during instruction

Testing – Calculator Policy Must be provided for each student taking the Algebra I or Biology STAAR EOC assessments and Grade 8 Math assessment Must be cleared to factory default settings before and after testing Paper and online versions Calculator used in test day must be the same type of calculator used during instruction

  30. Cell Phones • The use of cell phones or other two-way communication devices is prohibited during testing for students and test administrators

  31. If students are regrouped during testing an additional seating chart will be needed for the new group. The new seating chart should indicate the time students were regrouped. Seating Chart Rule Seating Charts available in TestHound under Material Control Form: • Location of testing session(district, campus, room) and a brief description of the testing area (classroom, library, broom closet, etc.) • The assessment being given and subject • The first and last names of the test administrators/monitors • The first and last names of each student and where they were seated and their local ID# • Start and stop time for each session • Stop time for each student • Test booklet number used by each student (if testing on paper)

  32. During and After Test Administration Test administrators SHOULD… • Ensure each student receives the correct test booklet and answer document or student ticket • Actively monitor the class at all times • Confirm students have access ONLY to allowable materials • Verify students are marking responses on the answer document • Check online testing is progressing smoothly • Remind students of time left in the session • Check that each answer document has been completed and answers have been marked • Check that the areas below have been completed… • TEST TAKEN INFO • SCORE CODE • NEW TO TEXAS (if applicable) and • ACCOMMODATIONS (as applicable) • Return all scratch paper & reference materials to CTC

  35. Gridding Score Codes for Grades 5 & 8 • If the student was absent from the test during the entire testing window and is enrolled in your school district, mark the “A” score code. This includes grades 5 and 8 students who do not show up for the June retest. ■ If the student is taking an online test in one subject and is taking the other subject on paper within the same administration, mark the “*” (asterisk) score code for the subject that is being taken online. • Mark the PW (parental waiver) score code for the subject waived. Refer to Score Code Scenarios in the DCCR

  36. Remember to • Verify students submit the test • On the Review/End page of the test, click “End Test” • Check the “I understand I cannot return to the test” box • Select the “Submit and End Test” button Students who cannot finish their tests due to illness or a testing irregularity should NOT click the “Submit and End Test” button • Student should log-out of the test • DTC will determine what code to enter (either O or S) Make sure to have campus technician on hand for technical support
