These reports provided a pioneering example for comprehensive long range Israeli national planning in major two atmospheres: The WAR atmosphere and the PEACE atmosphere.

New roads, highways, train lines, tram lines, bus lines, etc will serve the settlers expansion needs. And Palestinians will lose more lands because of those infrastructure plans.
