OBJECTIVES:At the end of this presentation, the participant will be able to: • Describe the roles of the various positions, boards, and committees of NNCC • Describe the role of the National Office (AJJ,Inc) • Describe NNCC’s relationship with other organizations, such as: ANNA, C-NET, ABNS, ABSNC, KCP, KHI etc. • Explain the responsibilities of all commissioners

What is the Nephrology Nursing Certification Commission (NNCC)? • Established in 1987 for the purpose of developing a professional certification program for nephrology nurses • Formerly the Nephrology Nursing Certification Board (NNCB) • A separately incorporated, independent professional nursing organization • Comprised of 8 Commissioners who are either CNN certified or CNN-NP certified; and one public member • The public member cannot be a nurse or other healthcare professional

  4. The Mission of the NNCC • The Nephrology Nursing Certification Commission (NNCC) exists to establish credentialing mechanisms to promote patient safety and to improve the quality of care provided to nephrology patients.

The Philosophy of the NNCC • The Nephrology Nursing Certification Commission (NNCC) supports the philosophy that there should be a diversity of examinations that will effectively provide the opportunity for certification at various levels of education, experience, and areas of practice within nephrology nursing.

  6. Organization & Structure • President (2 year term) • President-elect (2 year term) • Treasurer (2 year term; may be reappointed) • Secretary (2 year term; may be reappointed) • Examination Board Chairpersons • Public Member • Additional commissioners

  7. The Role of the President • Serves as chief executive officer • Provides leadership & oversight to the commission • Prepares agenda & presides at meetings • Requests legal counsel as necessary • Represents NNCC at ABNS, KCP, etc. • Oversees the development & implementation of the strategic plan • Writes Annual Report

  8. The Role of the President-Elect • Orients to the role president • Assumes the role of President if absent or at the request of the President • Usually also involved in another role, such as Chairperson of a Board

The Role of the Treasurer • Serves as the principal fiscal officer • Validates the accounting and financial affairs of the NNCC • Reviews monthly income & expenditure reports • Reviews quarterly financial statements • Responsible for financial reports and budget in collaboration with the Executive Director.

  10. The Role of the Secretary • Responsible for maintaining the official records and communications of the NNCC • E-News • To-do lists • Collaborates with the Director of Certification Services in recording meeting minutes • Performs scheduled reviews of P&Ps

  11. Examination Boards • There are 3 separate examination boards • Advanced Practice Exam Board • Nursing Exam Board • 2 test committees (CDN & CNN) • Clinical / Technical Exam Board • 3 test committees (CCHT; CCHT-A; & CD-LPN / CD-LVN) • Oversee one or more certification exam programs

The Role of the Exam Board Chairperson • May act as the chair of the test committee or can delegate to a board member • Prepares for all aspects of the meetings • Assures audits are conducted on a random selection of completed applications. • Reviews competency statements, blueprints, current item statistics • Schedules reviews of items in the test banks, practice tests, drafts of revised test • Reports back to the NNCC

  13. The Role of the Public Member • Fulfills all the duties of a NNCC Commissioner • Has full voting privileges • Represents public safety

The Website Committee • Chaired by one Commissioner • Website conference calls are conducted as needed; included are the Webmaster or designee, Director of Certification Services, Executive Director, & Website Committee • The committee reviews & revises the website to reflect current work of the NNCC

  15. The Appeals Committee • Chaired by the President or designee • Includes at least two other members • Reviews complaints • Prepares response from the NNCC • Seeks legal counsel as appropriate • Reports back to the full commission

The Role Executive Director (ED) • Responsible for the execution of the agreement between the NNCC & AJJ, Inc. • Provides leadership & operations management to the NNCC • Provides oversight of the NNCC certification programs • Executes decisions of the commission • Directs & coordinates all approved programs, projects, & major NNCC activities

The Role of the Director of Certification Services • Responsible for the day-to-day operations required to maintain the on-going activities that support the certification programs • Provides administrative support to the commissioners, ED, & Exam Boards • Primary contact for C-NET • Supervises other office staff • Collaborates with Secretary to record minutes at commission meetings

What does the American Nephrology Nurses’ Association (ANNA) have to do with certification? • ANNA maintains that certification is an essential component of specialty nursing practice and that it must be designed to protect the public from unsafe & incompetent caregivers. • ANNA recognizes & endorses certification credentials where practice analyses and the credentialing body undergo an external peer review process. • ANNA encourages certification for all levels of nephrology nursing practice.

NNCC ANNA • Certification organization that promotes patient safety and quality of care • Provides certification for nephrology caregivers • Conducts research and test development to ensure national relevance and reflection of current practice and roles in nephrology • Membership organization that promotes professional development and education • Provides educational resources to support certification • Advocates for the value of certification

What does the American Board of Nursing Specialties (ABNS) say about this relationship? “A certifying organization (e.g., NNCC) is required to have organizational autonomy but can have a collaborative relationship with a national specialty association (e.g., ANNA) that supports the nursing specialty and the standards of practice for the specialty.”

  24. What is the American Board of Nursing Specialties (ABNS)? • ABNS is a not-for-profit, membership organization that focuses on improving patient outcomes & consumer protection by promoting specialty nursing certification. • The vision of ABNS is that specialty nursing certification is THE standard by which the public recognizes quality nursing care. • ABNS promotes the value of certification to all stakeholders.

What about the Accreditation Board for Specialty Nursing Certification (ABSNC)? • ABSNC is the only accrediting body specifically for nursing certification. • ABNS accreditation is a peer-review mechanism that allows organizations, such as NNCC, to obtain accreditation of their certification programs by demonstrating compliance with the highest quality standards available in the industry.

  26. ABSNC (cont.) • Nurses who pass exams that have been submitted and met the Accreditation Standards of ABSNC are said to be “Board Certified”. • Currently the CDN & CNN exams are accredited by ABSNC so these certificants can say they are “Board Certified”.

  27. What is the Center for Nursing Education and Testing (C-NET)? Meeting Nursing’s Assessment Needs C-NET provides a full range of test development and test administration services, including: • Certification testing for specialty nursing practice • Preadmission testing for RN and LPN/LVN schools of nursing • Clinical Judgment Series of tests for nursing practice settings • Test construction workshops for nurse educators C-NET works with the NNCC to ensure that all of the exams offered are reliable and valid and meet industry standards.

  28. What other organizations does the NNCC collaborate with? • Kidney Care Partners (KCP) • Kidney Health Initiative (KHI) • National Association of Nephrology Technicians / Technologists (NANT) • Citizen Advocacy Center (CAC)

Kidney Care Partners • Founded in May 2003 • A coalition of patient advocates, professionals, care providers, manufacturers • Work together to improve quality of care for persons with chronic kidney disease (CKD) • Over 30 partners joined KCP • Meet in Washington, DC twice a year • President & ED attend the meetings • Confidentiality issues

  30. KCP’s Mission • Chronic kidney disease patients receive optimal care • Chronic kidney disease patients are able to live quality lives • Dialysis care is readily accessible to all those in need • Research and development leads to enhanced therapies and innovative products

Kidney Health Initiative • Created by the American Society of Nephrology (ASN) & the US Food and Drug Administration (FDA) in 2012 • To advance the scientific understanding of patient safety and treatment implications of new and existing medical products. • An organization of member organizations • NNCC is a pioneer member

KHI’s Mission • To advance scientific understanding of kidney health and patient safety implications of new and existing medical products and to foster development of therapies for diseases that affect the kidney by creating a collaborative environment in which the FDA and the greater nephrology community can interact to optimize evaluation of drugs, devices, biologics, and food products.

NANT • Promotes education and advances the professional role of the multidisciplinary team • Provides educational opportunities • Represents technicians in regulatory and legislative arenas • Encourages leadership development • Recognizes the contributions of the nephrology technology practitioners

Citizens Advocacy Center • Founded in 1987, the CAC serves to enhance the effectiveness and accountability of health professional oversight bodies, including certification organizations. • CAC offers training, research and networking opportunities for public members and for the health care regulatory, credentialing, and governing boards on which they serve.

  35. Responsibilities of the Commissioners • Declare conflicts of interest • Maintain confidentiality • Legal responsibilities • Fiduciary responsibilities • Responsibilities associated with the meetings

Conflict of Interest (COI) & Confidentiality • Common definition: A COI is a set of circumstances that creates a risk that professional judgment or actions regarding a primary interest will be unduly influenced by a secondary interest • A COI exists when a commissioner or staff member has a personal interest that is inconsistent with the interests of the NNCC.

  37. Confidentiality • Maintaining confidentiality is both a ethical & a legal responsibility of each commissioner. • Some information is specified as confidential; e.g., KCP information, Executive Sessions, etc. • Other information is not specified as confidential but it may not be in the NNCC’s best interest to divulge it to a third party.

  38. Legal Responsibilities • The NNCC must always act within our limitations • The NNCC must hold itself accountable at all times. • The NNCC has legal counsel that can be consulted if we have a question.

Fiduciary Responsibilities • A legal obligation to hold in trust the NNCC & act in its best interests • Includes financial responsibility • Duty of care: a commissioner has the duty to exercise reasonable care when making a decision as a steward of the NNCC • Duty of loyalty: a commissioner must give undivided allegiance when making decisions affecting the organization. In other words, information obtained as a commissioner must never be used for personal gain; actions must be in the best interests of the NNCC • Duty of obedience: a commissioner must remain faithful to the NNCC's mission. We are not permitted to act in a way that is inconsistent with the strategic plan & goals of the NNCC

  40. NNCC Meetings • NNCC has 3 regularly scheduled meetings a year: fall, spring, summer • At the summer meeting the Strategic Plan is reviewed and revised. • The Strategic Plan guides all actions taken by the Commission. • The Strategic Plan is monitored & evaluated at each meeting.

Meeting Format • The NNCC calendar is developed months in advance. • The National Office sends out the housing form & expense report – complete & submit by deadline • Commissioners make their own airline reservations & get reimbursed • Days of the week: Friday (travel day); Saturday & Sunday (meet from 8 – 5) ; Monday (travel day) • Meetings include breakfast & lunch; we go out to dinner as a group one evening

Meeting Expectations • Commissioner Books are sent out prior to the meeting • Review the contents prior to the meeting & come prepared to join the discussions • The consent agenda will not be discussed unless someone has an issue that needs to be addressed. • Be familiar with the strategic plan

Meeting Expectations Continued • Listen actively & speak with brevity • Be enthusiastic and positive when speaking about the NNCC in public • Accept responsibilities & commit the time necessary to fulfill them • Take responsibility for your own learning • Accept conflict as a opportunity to grow • Keep a sense of humor

Expense Reports • The expense report should be submitted as soon as possible after the meeting. • The report & receipts can be faxed or scanned & emailed. • The current per diem can be found on the back of the form. • If a meal is furnished by the NNCC you cannot also submit that portion of the per diem. • Transportation to & from the airport is covered. If taking a shuttle to save money, do not get a roundtrip ticket.

  46. Exhibits at Outside Meetings • The NNCC exhibits at many meetings to promote certification with the NNCC • Commissioners and/or Exam Board members attend to ‘man the booth’ • The ED/NNCC representatives are responsible for setting up & tearing down the exhibit • Materials are sent to the site by the National Office; they are returned to the NO by the ED/NNCC representative.
