  12. El proceso de reestructuración de la GREA no ha concluido, afecta las acciones de coordinación. Las municipalidades se comunican con mayor frecuencia con las UGELs que con la GREA. Sin embargo, los planes estratégicos locales aún tienen una mirada parcial (técnicos) Existe la necesidad de afrontar la definición de competencias entre MED, Gob. Locales y Gob. Regionales.
