  2. Background พื้นหลัง • Offers instruction in two languages. • In the 1800’s local Board of Education established night school to teach English to European immigrants. • In 1968 the Bilingual Education Act was passed.

Importance على أهمية • Students are bested served by a educational system that uses their native language and gradually teaches English. • Students who lack English skills are at an unfair disadvantage in classrooms where only English is used. • The goal of these programs is to enable students with a limited knowledge of English to share more fully in school programs and courses of study.

The Pros プロたち • 24 states out of 33 states do not require federal money to be spent on bilingual programs. • Human diversity • In Gale Opposing Views stated that first language makes learning a second language much easier. In fact, once a second language is learned, bilinguals often are able to learn additional languages more easily.

  5. The Cons Les Inconvénients • Hinders students • Learning in own language • Tests are in English • Not practicing English • Most expensive program in schools • Takes longer for students to fully understand English
