  2. SOER 2015/Part C • The aim is to survive • No significant enthusiasm within FEI due to policy regarding SOER and indicators • Finland participates SENSE3 • National results foreseen but not guaranteed • Lack of resources (quantitatively) • Participation in SENSE2 not very successful

Inspire • Inspire is taken care by National Land Survey under the Ministry of Agriculture and Forestry • Connection between EEA NFP and Inspire activities vague • Connection between Finnish Environment Institute and Inspire strong • Many of Inspire themes environment related and taken care by FEI/Geoinformatics (GEO) • GEO participates also in Inspire working groups etc. • GEO created a metadata service for FEI • Hopefully Inspire is capable to be an important building block in future development of data/information sharing (=SEIS implementation?)

  4. Is there a superior way to develop data and information sharing?

  5. How about SEIS? • SEIS principles still rather valid • Practical implementation of SEIS has been quite slow • To define and implement a complex transition is time and resource consuming as has been seen with e.g. Inspire

  6. Anyhow still towards SEIS? • A stepwise implementation is needed • Pros: • Tasks with limited thematic scope are easier to work with • Smaller workloads at a time • Learning by doing • Cons: • Slower progress • Earlier solutions may be difficult or impossible to implement at later stages • A comprehensive framework/guidance is also needed to guarantee the long-term coherency

  7. Towards SEIS – what makes it happen? • Obligatoriness • Binding Community acts redefining the reporting • No SEIS directive or Regulation is foreseen • National needs and expectations must also be taken into account • Building blocks • Inspire as far as suitable • Structured Information and Implementation Frameworks (SIIFs) • Knowledgeand experience gained so far
