  5. Phase Two of the cease-fire in Cambodia became effective today. Under Phase Two, the responsibilities of UNTAC include supervising the cease-fire, cantoning and demobilizing the forces of the four Cambodian factions. UNTAC was established by Security Council resolution 745 (1992) and became operational 15 March 1992. UNTAC is mandated with guiding Cambodia through its transitional period to free and fair elections in April/May 1993 which will establish a new democratic Government. The following are the main components of UNTAC as outlined in the Agreement on a Comprehensive Political Settlement of the Cambodia Conflict, effective 23 October 1991; military; human rights; civil administration; electoral; police; repatriation; "and rehabilitation.
