  3. What powers did the new legislative assembly have • King Louis XVI had no choice but to accept the new constitution even though, by its terms, he lost most of his power

  4. How did it make the government more efficient • Abolished the ancient French provinces • Created 83 local areas of roughly equal size called departments • Each department was subdivided into smaller units • Including districts & communes • Gave all citizens religious freedom
