Single Party States. Between the two World Wars Europe consisted of 28 states. By 1920 only 2 of these could be considered democratic (elected, political parties and individual rights. By 1938 16 of them had become dictatorships

  2. Between the two World Wars Europe consisted of 28 states. By 1920 only 2 of these could be considered democratic (elected, political parties and individual rights. By 1938 16 of them had become dictatorships By late 1940 there were only 5 democracies left. See map for support
