  2. FY08 DVS Budget • Total DVS Budget for Vitals: $17.56 million • VSCP budget for States: $15.1million • VSCP cost (13 months): $20 million • Short fall: $4.9 million (based on current budget allocation) • Shortfall means we will not be able to pay for July – September 2007 data in FY08

  3. DVS Program Options in FY 09Postpone Deaths for CY09 • Complete all vitals for CY08 • Collect natality and fetals for CY09 • Postpone Mortality reporting for CY09 • Collect all vitals for CY10 • Postpone natality reporting in CY11 • Cost: $16.9 million • Shortfall: $1.8 million (made up by not paying for Natality for July-September 2009 in FY09)

  5. DVS Program Options in FY09Delay Purchase • Pay for July-December 2008: $9.8 million • Pay for January-March 2009: $4.9 million • Savings of $400,000 to be given to other programs. • Remainder of 2009 ( April- Dec) data be paid in FY10 and FY11

  6. DVS Program Options Adequate Funding • $15.1 million is an appropriate compensation for States for reporting all vitals to NCHS • NCHS will seek additional funding to help States in improving the quality of vital statistics • Budget neutral

  7. DVS Program OptionsLet’s Make a Deal • Reduce the content of vitals provided to NCHS • Negotiate with States on a reduced amount for VSCP (less than $15.1 million) • Use the remaining amount to attract funding from other Federal programs to collect the remaining content i.e. additional items dependent on reimbursable $’s • Budget neutral

  8. Option Implications • Postpone Deaths: CY09 – NDI & linked files incomplete and still a shortfall • Postpone Births: CY09 – linked files incomplete and still a $ shortfall • Delay Purchase - 2009 data year paid for in 2010 • Adequate Funding - fine if States agree • Let’s Make a Deal - fine if funded by other Federal agencies and States agree
