Background and focus • Strong demand for further support and understanding of the REDD policy area (EC Delegations and European Commission). • Scope: • Learning lessons and sharing experiences from existing REDD and FLEGT initiatives + past EU financed actions such as the PPG7 in Brazil. • Build on lessons and results from the FLEGT initiative to advance the ‘governance pillar’ of REDD. • Build on and contribute to the work programme of the REDD+ partnership launched in Oslo in May 2010. • Build on the EU FLEGT Facility’s experience → focus on country level; focus on adaptive planning & quick delivery; capacity to evolve and expand based on experience

Objectives A ‘sister facility’ to the EFI FLEGT Facility to • Provide targeted support to developing country partners to build their capacity and improve forest governance in support of both REDD and FLEGT • Support forest or climate change related small-scale initiatives relevant for furthering REDD processes (link with the REDD+ Partnership) • Provide guidance in the development of EU support to REDD processes → better reflect on REDD needs of partner countries • Increase visibility and understanding of EU support to REDD → EFI to host the EU REDD Facility & use operational guidance and structures developed for FLEGT Facility

Positioning and priorities • Limited amount of funding available: 3€M EU to initiate • Will seek to develop Facility jointly with interested Member States • Design to complement existing initiatives and build on / mobilise EU’s existing experience. • Promote synergies between FLEGT and REDD • Priority to build from interests of developing countries with priority to countries: • targeted under the GCCA • have engaged or are preparing to engage in a FLEGT VPA process. • Flexible and adaptive to evolving expectations • NOTE: The proposal still to be formally agreed, then discussed with EFI FLEGT, contracted etc – Early days…..
