Background information • June 2019 : meeting between the biocide team, the crisis management and preparedness Unit of DG SANTE and the European Center for Disease Prevention and Control (ECDC) • Vector borne disease : a major public health issue for the future • Availability of effective and authorized insecticides is an issue for Public health authorities • Public health authorities in charge of vector controls are requested by local actors to grant derogations but are not aware of negative effects of the use of insecticides

Vector Diseases • Examples • WNV (vector: Culexspp) • Dengue (vector: Aedesaegypti/albopictus) • Chikungunya (vector: Aedesaegypti/albopictus) • Malaria (vector: Anopheles spp) • Lyme disease and Tick Borne Encephalitis (TBE) (vector: tick species) • MSs are expected to be highly affected by climate change in the next few years • Expansion of vector distribution • Invasive species in Europe • Importation by trade, global travel, population movements • Have significant effects on affected areas • Morbidity/ mortality • Loss of income: fears of effects on tourism income

Actions • Prepare a list of authorisedinsecticides and under evaluation for mosquitoes and ticks controls in each individual Member States: action ECHA • Prepare a list of products subject to national rules under the transitional regime : action COM – open a newsgroup for MSCA to contribute • Exchange the names of the experts on biocides and public health professionals (see document CA-Sept19-Doc.7.7.b)

  5. ECDC event in Stockholm • Bringing multiple stakeholders : policy makers, food and environment safety, vector control • Discuss the epidemiological situation in 12 Member States with regards to the West Nile virus (WNV) outbreak • Map current vector control practices at field level • Discuss knowledge gaps and identify outstanding research questions from a public health perspective • Help prioritize future work for ECDC and collaborating projects with other sectors

  6. ECDC event in Stockholm • From the biocides perspective: • Present an overview of the authorisationprocess under the BPR • Discuss the possibility for competent authorities to grant authorization for biocidal products under Article 39 of the BPR • Clarify the concerns raised by the public health authorities on the application of stricter guidance by the MS during the BP authorization process. • Feedback from ECHA • Feedback from MSCAs?
