  1. NQFDevelopments within Corridor 2 / Non-formal learning 8 September 2011 forumKLOSTER Gleisdorf Martin Netzer (Karl Andrew Müllner)

  2. General Aims of Corridor 2 Improving transparency in the further education and training sector Visibility of qualifications acquired outside the formal education system Facilitation of comparability of learning outcomes (independent of educational programme or educational institution) Support of the systemisation of parts of qualifications Systematisation and further development of an assessment procedure for competences

  3. Present Findings „Konzept einer Teil-Strategie für die Integration von Lernergebnissen des nicht formalen Lernens in einen künftigen nationalen Qualifikationsrahmen“ (ÖIBF) Definition of „Corridor 2“, (versus Corridor 1; parts of qualifications and „QVS“) Key factors based on learning outcome in Corridor 2

  4. Partial Strategy NQF-C2

  5. Partial Strategy

  6. Results on Workshop bifeb (1) • Categorisation in • qualifications awarded based on governmental (legal statutory) procedures ( C 1) • qualifications awarded based on non-governmental but (trans)institutional standards ( C 2) • Further education and training offers without legal basis, which are provided by university-level institutions ( C 2) • „Parts of qualifications“ and „additional qualifications“ are elements of NQF, providing they match the NQF definition on qualifications • Parts of qualifications shall be utilized on NQF levels 1-3 particular regarding their potential in motivating towards education

  7. Results on Workshop bifeb (2) • Corridor 3 („non-formal learning“) is defined as „process“-corridor, which simply describes the form of access to a qualification in C1 or C2 (by measurement of results, validation and certification) and which emphasises the learning mode more. The „QVS“ are supposed to provide an independent system, which is based on agreed standards: • Basic requirements: sectoral logic, representativeness, critical size • Requirements for the system: accreditation of the QVS („Regulator for QVS“) as well as widely accepted patterns of the certification of systems • Portfolio: specification of regulatory policy and working methods • Funding: fees for participating organisations (modalities and extent have to be defined)

  8. Workshop „orientation on learning outcome“ Criteria for intended guidelines: • Checklist: What has to be considered when describing learning outcomes? • Point out different options without “scaling” learning outcome • Consider domains • Consider different workloads (e.g. different duration of various measures) • The use of language suitable for the target group • Visibility of legal implications (e.g. Nursing) • Pool of experts: Accessible

  9. Modelproject Building Sector (ibw) Duration: October 2010 - Mai 2011 Aims: • Localisation of potential “qualification parts” to be integrated in the NQF (esp. level 1 – 3) • Practical testing of the synopsis of NQF levels 6 – 8 (building academy, site construction engineer and Baumeister) • Testing of procedures on the basis of existing concepts

  10. In preparation: Policy-paper Elements and Aims: • General aims of NQF-C2 • Terms and definitions • Main principles for C2 • Cornerstones for the necessary procedures Schedule: January 2011: - Development of the profile “Intermediate Structure” („QVS“) - Policy-Paper Mai 2011: - Results Modelproject Building sector August 2011: - K2 overall system/ incl. legal framework
