  2. What is the role of vocational training in the Czech republic? • 3 important factors: • The role of tertiary institutions (universities) • The demand (namely public administration) • missing or insufficient system of certification

The mission of tertiary institutions • vocational training and its position in the tertiary education is currently broadly discussed (White paper of tertiary education) • System changes of tertiary education in last 15 years were radical (changes of management style, financial conditions, establishing private universities, Bologne process and implementation of 3-level education model + credits, establishing of „high schools“, etc) • Positive changes, but: • Almost all tertiary institutions declare a „university“ type of education (with important part of research) and no tertiary institutions fully oriented to vocational education (professional oriented) exist. No „colleges“, no „technological institutes“, only „technical universities“. • Evaluation of university performance is till now based on the number of undergraduates and publication activities; missing evaluation for vocational training • The changes of the mission are envisaged 1.7.2008 VESTA GIS WORKSHOP – Salzburg

Demand of public administration • New law about a civil service: the professional carreer requires a long-life education • New construction law: urban planning based on almost 200 various features. Processing possible only in GIS. • Growth of courses oriented to public administration officers (accredited by Ministry of Interior) 1.7.2008 VESTA GIS WORKSHOP – Salzburg 4

Missing systems of certification for the level of training • Different courses and training, provided by various organisations (firms, universities, associations etc.) • Difficult to compare, difficult to evaluate the level • Such courses are not accepted by universities as a official part of tertiary education 1.7.2008 VESTA GIS WORKSHOP – Salzburg 5

Important features of VT • Form: • e-Learning or • combination of stationary and distant (e-learning) • precise time schedules for stationary education • selected topics reflecting current industry/society needs, • well prepared speakers, understanding user requirements and expectations • appropriate practical examples, • ability to select appropriate procedures for teaching and training (e.g. preference of more „robust“ techniques). 1.7.2008 VESTA GIS WORKSHOP – Salzburg 6

What is offered by the Institute of Geoinformatics? • 3 main forms of vocational education: • stationary courses („modules“ of VESTA GIS) • stationary seminars • Internet-based (e-Learning) courses. • Currently less distinguished - requirements to prolong the effect of the seminar/course with training materials on web (mainly training examples, case studies) • Language – currently only Czech • Collaboration: • CAGI (Czech Association for Geoinformation), • other Czech universities (Czech Technical University in Prague, Palacky University in Olomouc, University of West Bohemia in Pilsen) 1.7.2008 VESTA GIS WORKSHOP – Salzburg 7

E-Learning courses • Build according e-learning principles (modularity, summaries, highlights, control questions, examples) • With fees • 4 months • provided by the university center for distant education • Issued 2003, updated • Low interest • 3 courses: • Geoinformation technologies (introduction to GIS, spatial analysis, remote sensing, GNSS) • Global Positioning Systems • Spatial Data on Internet (web mapping, web application) 1.7.2008 VESTA GIS WORKSHOP – Salzburg 8

Courses for regional authorities • Officers of regional authorities • June 23-25, 2008: • Network Analyst and Spatial Analyst (ArcGIS 9.2) – 14 • Mashups – 11 • Mobile Geoinformation Technologies – 11 • Lectures, training • Approx. 1 day • Administration support by CAGI • certificates 1.7.2008 VESTA GIS WORKSHOP – Salzburg 9

Seminars for labour offices • Long-running collaboration with MSA and labour offices • since 2002 support of spatial analysis and mapping • Seminars: • Statistical maps and map composition for labour market • Analysis and predictions of labour market indicators • Case studies of spatial analysis for labour market • GIS application for labour offices • Transport accessibility of employers • The most frequent scheme: • Morning - presentations, lectures, explanation • Afternoon – training 1.7.2008 VESTA GIS WORKSHOP – Salzburg 13
