Step 2 – Acquire a Mailer ID • What is a Mailer ID? • A Mailer ID (MID) is a numeric identification number used in the Intelligent Mail® barcode to identify the mailer • The MID can be 9 digits long for mailers with a combined annual volume of less than 10,000,000 pieces • The MID can be 6 digits long for mailers with a combined annual volume of 10,000,000 pieces or more

Obtaining Multiple Mailer ID’s Volume Rules for MIDs 9-digit • 1st MID can be obtained with no verified volume • 2nd MID and additional MIDs requires 1 million pieces in verified volume per MID request. 6-digit • 1 - 5 MID requires 10 million pieces per MID (i.e. 5 MIDs requires 50 million pieces of verified volume). No exception required. • Exception request for more than 5 MIDs must be approved through USPS HQ. • Exception request should include the following: • Total mailing volume (per year) • Number of mailing locations • Total volume per mailing location (per year) • Mailing cycles at locations (i.e. estimated total number of pieces within a 45 day period. • PostalOne! Help Desk will forward the exception request to USPS HQ.

Prior to May 11, 2009, a Mailer will attain a Mailer ID as follows: Download the application from RIBBS http://ribbs.usps.gov Submit application form to their local BMEU or Mailpiece Design Analyst (MDA), which can be located by accessing: Mailpiece Design Analyst Locator at: http://pe.usps.gov/mpdesign/mdpdfr_mda_lookup.aspDistrict Business Mail Entry Locator at: http://www.usps.conm/ncsc/locators/find-bme.html MID Before May 11, 2009 Mailer ID Application Form

Mailer ID Application Form Customers who want to participate in OneCode ACS® or OneCode Confirm® should be directed to call the phone number(s) on the MID application Provide customer / company information Provide Mailer’s permit or meter account information (to validate mail volume) including account/permit number, type and the post office where this is held. Mailer will be asked to indicate your annual mailing volume on the application. If the Mailing Agent is obtaining a MID for the Mail Owner, both the Mailing Agent and Mail Owner must sign section 3b.

What to Expect Following the MID Application Process • Verification of Volume Information • Local permit information will be verified by the MDA or BMEU through postal systems (i.e. PostalOne!, Customer First, NMATS etc.) Note: If volume can not be verified through postal system, mailing agent(s) can provide automated documentation to support mail owner volume for the prior year. • MDA or BMEU forwards request to PostalOne!® Helpdesk • The PostalOne! Help Desk will process the application request • Applicant will be notified by email If the mailer is requesting additional MIDs, the PostalOne!® Helpdesk will forward the request to USPS HQ for evaluation and decision.

  17. Multiple Mailer ID Assignments One 9-digit MID = 999,999(1million minus 1) unique serial numbers every 45 days. Location 1 0 thru 249,999 Location 2 250,000 thru 499,999 Location 3 500,000 thru 749,999 Location 4 750,000 thru 999,999 If a mailer mailed 249,999 pieces every 45 days from January to December they could mail 2. 2 millionpieces per mailing location or 7.9 million pieces per all (4) locations. Note: Description based on dividing one 9-digit MID equally among 4 mailing locations One 6-digit MID = 999,999,999(1 billion minus 1) unique serial numbers every 45 days. Location 1 0 thru 124,999,999 Location 2 125,000,000 thru 249,999,999 Location 3 250,000,000 thru 374,999,999 Location 4 375,000,000 thru 499,999,999 Location 5 500,000,000 thru 624,999,999 Location 6 625,000,000 thru 749,999,999 Location 7 750,000,000 thru 874,999,999 Location 8 875,000,000 thru 999,999,999 If a mailer mailed 124,999,999 pieces every 45 days from January to December they could mail 1.1billionpieces per mailing location or 7.9 billion pieces per all (8) locations. Note: Description based on dividing one 6-digit MID equally among 8 mailer locations

  18. Obtaining a Mailer ID • There is a NEW application process for applying for a Mailer ID. • Starting May 11, 2009, the mailer will be directed to apply online by accessing the Business Customer Gateway through www.usps.com Before May 11, 2009 Starting May 11, 2009

Existing User Migration to the Gateway • PostalOne! and FAST customers that log in through the PostalOne! log on page between 3/30/2009 and 4/13/2009 will have their account information migrated to the new system. • These customers will be able to log on to the new Business Customer Gateway with their existing Usernames and Passwords and access their “new” services that were mapped from the roles they had previously in PostalOne! or FAST. • Customers that do not log on during this time period will need to re-register on the new system.

  41. eDoc with Postal Wizard • After May 18,2009 Postal Wizard will be available for use for Full Service. • Prior to submitting the electronic postage statement the mailer must contact the local Business Mail Entry Unit (BMEU) to receive authorization from the BMEU. • Mailer must complete the following steps prior to submitting the electronic Postage statements: • Access Customer Gateway • Obtain a Mailer ID • Contact local BMEU • Printing, Test and Validate Intelligent Mail Barcode • Mailpiece barcodes • Tray barcodes • Container barcodes

  42. eDoc with Postal Wizard • Mailers need to have a full understanding of Full Service ACS • Automatic feed back • Pulling Reports • Sending data to Third Party Vendor • Send a complete postage statement with each mailing. • Mailing also must be accompanied by presort and price documentation produced by PAVE-certified or MAC-certified software or by standardized documentation. • The exception is for mailings of fewer than 10,000 pieces, where presort and price documentation is not required if postage at the correct price is affixed to each piece, or if each piece is of identical weight and the pieces are separated by price when presented for acceptance.

Mailer should test Release 08.2 in TEM before moving to Release 09.1.

  45. Testing Environment for Mailers (TEM) • On May 18, 2009, the Postal Service will provide Mailers with a Test Environment for Mailers (TEM) to allow Mailers to submit Mail.dat jobs for validation processing in a non-production environment. • Provides mailers with a way to test their file layouts and corresponding file submission/creation software prior to submitting jobs to the production application. • Processes the submitted files for the same validations that will be found in the production environment. • Captures, logs and displays the error information in the same manner as the production environment for the mailers use in updating file layout and software processing. • The Electronic Documentation and Intelligent Mail; Ready, Set, Go!defines the process for Mailers obtaining access to the TEM environment. http://ribbs.usps.gov/intelligentmail_guides/documents/tech_guides/eDocandIntelligentMailReadySetGov1_7.pdf Ready, Set, Go!

Getting Access to Test Environment for Mailers (TEM) • Mailers who need to get started with TEM must follow the instructions below: • Navigate to the Business Customer Gateway through usps.com • Existing PostalOne! Users should sign-in with your existing PostalOne! Username and password • New PostalOne! Users should complete the registration process and apply for access • Request access to the 08-1 and 08-2 existing Mail.dat Transfer Applet and Batch Processor software • Request access to the production Mail.dat 09-1 file upload process if Mailers will be submitting Mail.dat 09-1 files • Begin transmitting files according to the scenarios as defined in the Mail.dat Testing Criteria of this document Ready, Set, Go!

Talking with Mail Service Providers Ready, Set, Go! • If Mailer is planning to use a mail service provider, mailer should talk to service provider in the planning phase of using Intelligent Mail®. • Question to ask and decided: • Should Mailer use their own Mailer ID or would it be better to use the Service provider Mailer Id? • Is the Mailer going to articipate in either OneCode ACS® or OneCode Confirm®? • What services will the mail service provider offer? • Basic • Full-Service • Start-The-Clock feedback • OneCode ACS® and/or OneCode Confirm®

Address Correction: Mailer’s Decision • The mailer must decide: • If my mail cannot be delivered as addressed, how do I want the mailpiece treated? • If my mailpiece cannot be delivered, do I want the address correction? Do I want the reason for nondelivery? • If I want the new address or nondelivery reason, how do I want to receive it? • How much do I want to pay for corrections? • What does the mailer want done with the mail? • Forward where possible, return the rest? • Dispose of all UAA? • Dispose of all UAA that cannot be forwarded? • Return everything?
