UNI Europa and UNI Europa Finance • UNI Europa – the European trade union federation for workers in the private services sector • Covers 13 sectors • UNI Europa EWC work is sector based, with 1 cross sector EWC coordinator • Europe one of 4 regional branches • 7 million members in 330 trade unions • UNI Europa Finance • 108 unions; 1,5 mio. members in Europe • Organising workers in the bank and insurance sectors

Stronger EWCs @ UNI europa! • About 250 EWCs within UNI Europa sphere of responsibility • Need for improving EWC quality, but limited capacity • Need for bringing sectoral experiences together • Working Group „Stronger EWCs@UNI Europa“ in 2010 • Develop cross-sectoral EWC Guidelines • Develop a cross-sectoral strategy to improve EWC work

  5. UNI Europa EWC Guidelines • Explaining UNI Europa EWC policy and goals • How to make good use of the existing legislation • Explaining all steps for setting up an SNB/EWC • Focus on EWC coordination • To be used as the basic common approach by UNI sectors and affiliates

UNI Europa EWC Guidelines UNI Europa’s goals • Ensure that employees’ rights to information and consultation are respected at all times • Ensure trade union support for EWC members • Strengthen trade union alliances in the companies concerned • Develop the EWC into a powerful tool of employee participation in the company’s decision making

  7. UNI Europa EWC Guidelines Setting up a Special Negotiation Body • Motivation and unionisation of employees • Contacts to other countries • Sufficient trade union support • Establishing communication structures

UNI Europa EWC Guidelines Negotiating an EWC agreement • Minimum: legal requirements, Preferred: more rights for employees, more concrete provisions • Sufficient time for meetings • Sufficient means (languages, communication facilities, etc) • Trade union expert PLUS other experts • Confidentiality not in contradiction with reporting duties • Training: employees to choose trainer(s)

  9. UNI Europa EWC Guidelines SNB/EWC coordination • 1 coordinator for each SNB/EWC • Trade union official mandated by UNI Europa • To support the SNB/EWC and be the link to UNI Europa • Help develop the EWC into a strong European team that can influence company’s decisions

UNI Europa Finance EWC-MNC strategy UNI Europa Finance Strategy on Multinational Companies, EWC‘s, and SEs • Developed in 2006, currently under revision • Integrated approach to MNC‘s - going beyond Europe and EWC‘s • UNI Finance Network covers 50 EWCs and 1 SE • Key principles same as UNI Europa EWC Guidelines, but more encompassing and adapted to the Finance sector‘s structure and need • Decentralised organisation - pooling resources of employees‘ representatives and unions at all levels

UEF Multinational strategy: Key elements and actors • Trade union alliances (Network of affiliates that organise in a multinational, Coordinated by MNC Facilitator) • EWC/SE networks (Network of EWC/SE-WC members from affiliates in an MNC & the experts mandated by UNI, coordinated by EWC Coordinator) • Multinational Task Force and national advisors • UEF Steering Group and secretariat

UNI Europa future work on Multinationals Further developing UNI Europa cross sectoral policy • Cooperation and synergies across sectors • Going beyond EWC towards an integrated policy on Multinationals • Strengthening trade union alliances and cooperation with affiliates • Focusing on strengthening CEE trade union movement • “Restructuring” is a key issue for the future
