Overview SDCC has a strong track record in environmental efficiency and developing sustainable communities i.e. Adamstown & Clonburris Significant experience in piloting renewable technologies, carrying out energy efficiency, awareness programmes and building upgrade / refurbishment projects, based on a strong policy structure Recognised need for civic leadership & a consolidated, co-ordinated, evidence based approach to energy policy development - move from projects being undertaken in isolation Established SDCC Cross Departmental Energy Team overseeing Energy Management Action Plan Assist in developing more meaningful engagement with wider energy stakeholders and leveraging funding for energy projects Sustainable Energy Communities conference in February 2010 – better inform staff and elected members

LEAP & South Dublin County Bridge the gap between EU energy agenda (targets) and essential local action Institutionalise sustainable energy practice and policy within Local Authority operations Key Technical Output: Sustainable Energy Action Plan (SEAP) Assist in the creation of a more competitive and energy efficient local economy Empower local businesses and homeowners within SDCC to take up the energy challenge

EU Context - Covenant of Mayors The Covenant of Mayors is the mainstream European movement committing authorities to increasing energy efficiency and use of renewable energy Covenant signatories aim to voluntarily meet and exceed the EU 20% CO2 reduction target by 2020 A key requirement of the COM is the preparation of a SEAP within a 12 month period Mayor Caitriona Jones signing the Covenant of Mayors, June 2012

SEAP - Outline SEAP prepared in response to EU and national legislation and policy – including targets 2020 energy reduction targets SDCC recognises need for a more co-ordinated, evidence based, countywide approach building on areas that SDCC has experience in Three guiding principles: Record, Reduce & Replace

Baseline Emissions Inventory Full 2006 inventory for energy consumption / CO2 emissions in South Dublin County was undertaken This baseline year was chosen due to the availability of reliable data i.e. Census of Population and NTA household survey etc Data was collated under the residential, transport and commercial sectors Energy baseline for all Council buildings, facilities, public lighting & fleet was also calculated based on 2010 data BEI was completed in line with Covenant of Mayors guidelines, assistance from CODEMA and Southampton City Council

  9. SEAP Energy Reduction Targets

SEAP Actions ‘Record’ Actions - promote an evidence based approach to energy management and focus on streamlining energy data across sectors e.g. performance indicators, heat mapping and BER data collection ‘Reduce’ Actions – showcase SDCC experience in energy efficiency projects across building stock, facilities and operations, developing citizen involvement campaigns and integrating land use and transport planning ‘Replace’ Actions – set out both a strategic and local approach to developing renewable alternatives – LARES, site specific feasibility – aim to offer encouragement to private sector

  12. ‘Record’ Actions • Development of database of vast building stock - offices, libraries, depots, pump stations etc. - 159 individual electricity accounts and 52 natural gas accounts • Fleet of vehicles -739 consume over 580,000 litres of fuel • Development of database monitoring unmetered public lighting consumption and billing - over 30,000 street lights • Water distribution and drainage networks – monitored • All SDCC Gas and Electricity Meter Points are linked live to an SEAI national database of Local Authorities and Public Bodies to monitor ongoing progress against National Energy Efficiency targets

  14. ‘Reduce’ Actions EXISTING SDCC HOUSING STOCK • 9,010 Dwellings (6,600 pre-1990) • SDCC Refurbishment Programme > 983 Houses fully upgraded • ‘Community Enterprise’ Programme 4860 Houses completed up to ‘07 (wall & attic insulation) • Window-Replacement Programme >1200 Houses completed since ‘06 • Gas Fired Central heating Programme 2715 Houses completed • Energy Efficiency re-let Programme >177 dwellings since 2010 • Tenant Boiler Servicing Programme 6,000 annually • >2500 BERs done on our own stock

  15. ‘Reduce’ Actions Public Lighting • More than 30,000 Street Lights • Programmable Control System ‘Streetlight-Vision’ - on trial in 2200 lights • Real Time Information • Remote Switching • Energy saving through electronic ballast Vs. Magnetic ballast (10-12% saving) • Adjustable use Profile (over 24 hr cycle) • Dimming Capacity related to traffic flows (30% saving average) • Optimisation of light intensity with effect on bulb life, maintenance schedules – Whole Life Cost • Related to Google-map & linked to GIS

  16. ‘Reduce’ Actions Fleet • Electric vehicle evaluated during trial in 2012. • Electric vehicle in use in Grangecastle Science Park since 2012 • GPS has been installed on fleet – real time information mapped onto GIS • Ave 8.25% savings on same time last year ‘Reduce’ Actions Water and Drainage • All large foul water pump facilities now controlled remotely by ‘SCADA’ system. Pump inefficiencies can be identified quicker and corrective action put in place. • All potable water booster pumps and large foul water pumps now controlled via variable speed drives. • A pilot energy saving project is to commence at Esker Pumping Station in 2014. Using SCADA and variable speed drive technology, this will vary pump speed with demand, thereby reducing energy consumption.

SDCC Capacity Building Town & Country Planning Association (TCPA) Lead Partner – significant EU project experience SDCC attendance at Project Partner Committee meetings and Seminars Workshadowing and Mentoring relationship with Southampton City Council – ‘experienced’ partner Peer to Peer support group with Sofia Municipality and Kaunas District Municipality – ‘learner’ partners SDCC attendance at Hannover Training week in April 2012 Input from City of Dublin Energy Management Agency (CODEMA)

Hannover Training Week Examined a range of energy issues including: - Awareness raising / networking - Energy supply – (Combined Heat & Power Plant Hannover – Stocken) - Modernisation and retrofitting -(Hannover – Ahlem) - Passive house standards in non-residential buildings – (Primary School in der Steinbreite and Fire Station at Auf der Klappenburg) - Framework conditions and spatial planning (Hannover – Kronsberg)

Key Objectives • To build the capacity of Town Planning Associations to integrate sustainable energy solutions into spatial planning practice. • To foster the exchange of capacity building among national and regional TPA’s to demonstrate integration. • To improve the skills of local authority Planners in dealing with energy issues
