Background information on two Surveys • METHODOLOGY AND COUNTRIES INVOLVED • Feedback given from national experts, national focal points and NC project coordinators, etc. • 63 countries have responded to the Survey (as of 26 September 2010) • Document (CGE/2010/2/5) contains the compilation of responses on Survey 1 and Survey 2 received by the secretariat up to 20 September 2010 • Addendem of the document contains responses received from 21 September to 26 September 2010

Background information CONTENTS OF THE SURVEY 1: “Identification of technical problems and constraints affecting non-Annex I Parties in the process of preparation of their national communications and assessment of capacity building needs” (corresponding to para 2(a) and (b) of the terms of reference of the CGE) • Part 1: Background Information • Part 2: Technical Concerns and Solutions • All sections overall • National circumstances • National greenhouse gas (GHG) inventory • Programmes containing measures to facilitate adequate adaptation to climate change • Programmes containing measures to mitigate climate change • Other information considered relevant to the achievement of the objective of the Convention • Constraints and gaps, and related financial, technical and capacity needs • Preparation of the national communication project proposal • Part 3: Usability and Clarity of UNFCCC Guidelines (* basically in the same structure as Part 2)

  4. 2. Key Observations 2. KEY OBSERVATIONS on Survey 1 TECHNICAL CONCERNS AND SOLUTIONS (PART 2) • Sets of questions were prepared regarding technical constraints/difficulties in the process of developing national communications. • Many respondents commented on constraints/difficulties relating to data gap, especially relating to preparation of GHG inventories(LULUCF data, emission factors, sectoral data, etc.). (ex. Q 2.7-2.10) • Many respondents commented on constraints/difficulties relating to obtaining reliable models for developing measures to facilitate adequate adaptation (ex. 2.13-2.16) • Sets of questions were prepared regarding usefulness of various kinds of technical assistance. • Many respondents indicated usefulness of written guidance and training materials as well as best practice information regarding many areas of national communications. They also indicated usefulness of assisstance from national experts outside their organization (within/outside government) (ex. 2.11– 2.122.22-2.23, 2.27-2.28)

Key Observations USABILITY AND CLARITY OF UNFCCC GUIDELINES (PART 3) • Set of questions were prepared regarding the clarity of the Guideline instructions, format of the Guideline, and information contained in the Guideline. • More than half of respondents selected “Agree” or ‘’Agree somewhat” on multiple-chouice type questions. Specific concerns were expressed under open-ended questions. • We observed several comments regarding the specificity of the Guideline (suggested length/detail, formats, informations to include, etc.) (ex. Q3.3, 3.7, 3.11, 3.13, 3.15)
