STAAR L results were excluded from the Index 3 and Index 4 calculations in both 2014 and 2015 and will continue to be excluded from Index 3 and Index 4 in 2016, as indicated in the document attached to your email.    Of course, the pages you copied from the 2015 Accountability Manual will be revised in the 2016 manual to reflect that STAAR L results are not evaluated in Index 3 or Index 4.
