Title Eight of the Student Body StatutesThe Finance Code • The Finance Code governs the budgeting and expenditure of all of the following: • A&S funds allocated to SGA branches, offices, agencies, bureaus, affiliated projects, and recognized student organizations, including those cases where money was distributed through the funding boards • A&S funds spent directly on student activities and/or events by Senate • All revenue generated through the use of A&S funds, as per Chapter 804 of these Statutes • The Senate Finance Committee is assigned responsibility for oversight, review, and periodic update of the policies expressed in the Finance Code. • The Student Body Treasurer is responsible for approval or rejection of all expenditures of all A&S recipients (excluding the Union, Campus Recreation, and COGS). • Any expenditure rejected by the Student Body Treasurer may be appealed to the Student Body President. Rejected expenditures may also be appealed to the Senate Finance Committee or the Student Senate, either of which may overturn the decision by a 2/3 vote.

Title Eight of the Student Body StatutesThe Finance Code • Organizations must either be recognized by the University or affiliated with Student Government to receive or expend A&S fees. • The Director/President and Financial Officer/Treasurer of each SGA-funded organization, agency, bureau, and affiliated project shall be required to complete the online Financial Training Workshop prior to expending funds. General Guidelines • No FSU student shall be denied or charged for admission for any event or program that is paid for by A&S monies. • No A&S monies may be used for lobbying purposes or for use of community events and donations. • All advertising for events or programming must acknowledge the source of funding, FSU’s Student Government Association. • No alcohol or personal items may be purchased with A&S funds.

Title Eight of the Student Body StatutesThe Finance Code Budget Categories • There are seven budget categories for which each organization can be funded, which are: • Salary - Used to fund wages for staff positions. • OPS Wages - Used to fund wages for people holding positions paid OPS Wages. • Contractual Services - Used to pay for services that require a contract (entertainers, speakers, etc.) • Food - Used to pay for food for events (Only 15% of Budget can go towards food.) • Clothing and Awards - Used to pay for clothing and awards given within organization. • Other Capitol Outlay (OCO) - Used to pay for items that cost over $1000 and have a life expectancy of over one year. • Expense - Used to pay for miscellaneous items that do not fall under any other category. • Funds may only be transferred between accounts through a bill that must be passed by the Student Senate.

Title Eight of the Student Body StatutesThe Finance Code • Self-Generated Funds • An organizations funds that are not A&S funds and were not accumulated at an event using A&S funds. • If self-generated funds are accumulated at an event using A&S funds, the category that those original A&S funds were from must be reimbursed to the original amount. • Self-Generated funds are not subject to the provisions of the Finance Code. • Penalties for Misspent Funds and Violations of the Finance Code • All SGA funded entities, excluding the Union, Campus Recreation, Student Senate, the Executive Branch (excepting all financially distinct offices), the Elections Office, and the Judicial Branch will have their funds frozen or restricted if they are found in violation of the Finance Code.

Title Eight of the Student Body StatutesThe Finance Code Funding Boards • All Registered Student Organizations, in order to receive funding, are placed under a specified funding board. • Each year, Senate allocates the A&S Budget to the different funding boards after intensive deliberations, usually overseen by the Budget Committee. After receiving funds, each funding board then has the responsibility to allocate funds to the RSO’s that are underneath their jurisdiction. • The Funding Boards are: • Greek Funding Board • Law School Appropriations Council • Business School Allocation Committee • Sport Club Distribution Council • College of Music Allocation Committee • Multicultural Student Assembly • College of Engineering Allocation Committee. • Medical School Council • Career Advancement Allocations Committee • Service Oriented Allocations Committee • Entertainment Allocations Committee • Specialized Interest Allocations Committee
