Toronto Catholic District School Board – 2013 Proposed Education Development Charges -- Background quadrant advisory group limited • EDC’s are to be used to acquire land for “growth related needs” • School Boards must meet an eligibility trigger to qualify for Education Development Charges (EDC’s) successor by-law • There are two ways a Board may qualify: 1. A Board’s total 5 year projected enrolment (ADE) must exceed the Board’s On-The-Ground capacity on either the elementary or secondary panel, jurisdiction-wide OR 2. A Board must have a deficit balance in its EDC account fund in the area of a current EDC by-law • The Toronto Catholic District School Board is eligible to impose a successor EDC by-law based on the first criteria.

Proposed EDC by-law quadrant advisory group limited Toronto Catholic District School Board will consider adoption of the EDC by-law on May 23rd , 2013 and if passed, EDC by-law will be implemented on May 28th, 2013 (although the Ministry of Education would prefer a later by-law adoption date). By-law must be adopted no later than August 20th, 2013 in order maintain continuity.
