NOAA Research FY’03 Appropriations Experience • FY’04 President’s Budget had to assume fully successful FY’03 President’s Budget as its base • FY’03 Appropriation not enacted until February 20th • FY’03 Appropriation was a mixed blessing: • Some success with requested increases • Some positive surprises • Some negative surprises

NOAA Research FY’03 Appropriations Experience Success with FY’03 requested increases ($/K) * The higher 4.1% pay raise will cost NOAA Research about $870K beyond the ATBs requested. ** Congress did restore two $3M Forecasting Pilot Programs into the NWS budget, which will be able to fulfill most of the objectives of the Administration proposal.

  4. NOAA Research FY’03 Appropriations Experience Positive Surprises ($/K) * Requested in NWS budget but appropriated in NOAA Research budget, where it has been in previous years.

  5. NOAA Research FY’03 Appropriation Experience Negative Surprises ($/K) * Request includes ATBs of $345K and base restoration of $210K. ** The $4,500K Boulder Operations funding is carried in the budget under NOAA Program Support.

  6. New Increases (Base Restorations) Necessitated by the FY’03 Appropriation ($/K)

  7. Changes Requested in Original FY’04 President’s Budget ($/K) * NOAA was requesting to reverse the FY’03 proposed $57,400K transfer of Sea Grant to NSF, which Congress did not do.
